Government Questions for Industry

(U) NGA would like to obtain feedback from industry on the proposed CGAP Solution.

Reponses to these questions are inclusive of the 20-page count limit as instructed in the Request for Information (RFI).

(U) NGA would like to obtain feedback from industry on the proposed CGAP Solution.

1. (U) General Info: Provide company profile to include address, business size, SBA certifications, number of years in business, and any security clearances the company holds. Include a point of contact with an email address and phone number.

2. (U) Proposed Concept of Operations:

a. Provide a brief explanation on how you would satisfy CGAP Data Requirements in section 1.0 to include all but not limited to providing the imagery to generate orthorectified imagery and orthomosaics.

b. Provide a brief explanation on how you would deliver the requirements in Section

2.0 specific to Production Services for orthorectification and orthomosaicing, including processing data volumes.

c. Provide a brief explanation on how you would satisfy the Offline Data Production capabilities under Section 3.0, including your ability to provide a minimum of 20 years’ worth of orthorectified imagery.

d. Provide a brief explanation on how you would fulfill the Content Management requirements under Section 4.0

e. Provide a brief explanation on how you would satisfy the Content Delivery requirements under Section 5.0 to provide delivery of file-based products via File

Transfer Protocol (FTP, FTP-S, and SFTP), delivery to a user-specified location (e.g., cloud-based solution), and user-initiated download, as well as the regular delivery of Orthomosaic Products to NGA.

f. Explain how you would satisfy the User Experience requirements in Section 6.0 to include user-facing web hosting production, administrative user access (e.g., system-to-system API), GIS integration, and search and discovery. Screenshots and or mock-ups are acceptable. (limit to 3 screenshots and 2 mock-ups)

g. Provide a brief explanation on how you would satisfy the web services requirements under Section 7.0, including how you would ingest and host internally sourced, native, and GFI data.

h. Provide a brief explanation of how you would support NGA by meeting the System Performance requirements in Section 8.0 to include the availability of online and offline imagery to users.

i. Provide a brief explanation on how you would fulfill Security requirements in Section 9.0 to protect and defend the US Government via the CGAP program, including, but not limited to, interfacing with GEOAxIS.

j. Provide a brief explanation on how you would satisfy Systems Engineering Support (Section 10.0) for new requirements and enhancements as approved by NGA, including, but not limited to, integrating new sources of CI.

k. Provide a brief explanation on how you would provide Training described in

Section 11.0 to include the delivery of the training plan and how training will be conducted both onsite and offsite.

l. Provide a brief explanation of how you would satisfy the Program Management requirements described in Section 12, including account management.

m. In addition to Commercial Electro-Optical (EO) and Synthetic Aperture Radar

(SAR), describe your approach to designing products and services to support additional sensor modalities to include:

• Hyperspectral Imagery (HSI)

• Radio Frequency (RF) Sensing

• Infrared Imagery

• Video

n. Imagery and geospatial data often require additional processing before they can be used to generate valuable foundation and analytic products. For mapping and feature extraction missions, at-scale orthorectification and orthomosaic processing may be required, usually across large spatial areas or with data collected over long periods. Describe your approach and performance metrics for executing on-the-fly (single/few images), batch orthorectification, and orthomosaicing.

o. Identify and briefly explain any other delivery mechanisms you would recommend to accomplish this effort. If this does not apply, indicate N/A.

p. Provide any additional comments and information relevant to the CGAP solution.

In addition, NGA believes a 90 days contract transition is sufficient, provide a summary of your recommended transition plan, beginning from CGAP contract award.

3. Vendor Pricing Methodology: The pricing structure of the CGAP contract is anticipated to be Firm-Fixed-Price. How does your company currently price the offerings that would fit within the scope of the CGAP program? Please Note: It is not our intention for your company to change its current pricing methodology to conform to a standard. We only seek to understand your pricing methodology better.

Licensing: Explain any impacts of the NRO Electro Optical Commercial Layer (EOCL) tiered end-user license agreement approach to the overall program pricing structure.

Contract Types: Identify specific contract types that your customers currently use that could also be used to procure a CGAP solution.

Sub-Contracts: Identify any sub-contract(s) that you would need to fulfill the requirements completely. Explain what specific data and/or capabilities each sub-contract would provide, clearly differentiating from what you the prime contractor would provide.
