4 (U) TBR: Minimum size requirements must be confirmed by the NGA.

images to be tied together, such that there is no horizontal displacement along seam lines. There should be no gaps or misalignment of features, such as roads between images. The resulting orthomosaic should be tone-balanced to ensure color variations are minimal. The orthomosaic products are typically a ¼ - degree geocell. The NGA will provide direction, via a geospatially enabled file, on the specific orthomosaic production required to include: the cell location, the priority, the size or mosaic boundaries, the imagery currency, and the need for a pan-sharpened product for each orthomosaic product.

12.1.2. (U) The Contractor shall provide quarterly Program Management Reviews (PMRs), including a re-assessment of collection opportunities to address production priorities.

12.1.3. (U) The Contractor shall provide monthly and PMR resource expenditure reports for each assigned task including hours and dollars charged by labor category.

12.1.4. (U) The Contractor shall provide monthly progress reports that identify each authorized engineering task with a narrative describing activities conducted during the reporting period, including an estimated percentage of completion in hours and dollars.

12.1.5. (U) The Contractor shall deliver proposals and Rough Order of Magnitude (ROMs) cost estimates as required.

12.1.6. (U) The Contractor shall provide a technical estimate for each task, based on the government requirement(s).

12.1.7. (U) The Contractor shall provide a cost estimate for program tasks, based on the government requirement(s). NOTE: The Government will authorize each task prior to initiation of work, once agreement is reached on scope and cost.

12.2. (U) Account Management

12.2.1. (U) The CGAP Solution shall provide a user interface for NGA to manage CGAP user accounts.

12.2.2. (U) The CGAP Solution shall have robust user assess controls and geo-fencing capabilities to allow for a wide range of data types to be protected in compliance with license terms.

12.2.2.1. The Solution shall allow users to request access online, for content such as specific AOIs.

12.2.2.2. The Solution shall allow NGA to manage custom restrictions on AOIs, imagery timeframes, and specific imagery types.

12.2.3. (U) The CGAP Solution shall allow for creation and maintenance of username and passwords for NGA-approved accounts.

(U) Appendix A: Orthomosaic Product Specification

Area of Interests Global Orthomosaiced, 1/4-degree cell or near-1/4-degree cell

Geolocation Accuracy Threshold: ≤10.2m CE90, Objective: ≤6.1m CE90

GSD 0.5 meter Projection/Datum UTM WGS84 Standard File Formats MrSID Gen3 format 15:1 compression

Cloud Optimized GeoTIFF (COG) NITF 2.1 format 4:1 compression

Cloud Cover 5% or less across the mosaic1

Off-Nadir Angle (ONA) 0-30 degrees2 Minimum Sun Elevation 30 degrees3

Bit Depth 8-bit AOI Buffer 200 meters (except where not allowed by format)

Digital Elevation Model (DEM) To be provided by NGA

Metadata Metadata to meet all storage, delivery, and workflow requirement needs (e.g., NMF, NAS). Minimum metadata shall include: imagery ID, sensor, image acquisition date, resolution, ONA, Sun Azimuth, Sun Elevation, and bit depth for each image used to produce an orthomosaic.

Table is UNCLASSIFIED

(U) Specification Notes:

1. (U) Cloud Cover can increase to no more than 20% for orthomosaic products within the equatorial cloud belt region (10N to 10S), when approved by NGA.

2. (U) ONA > 20 degrees may lead to Digital Elevation Model smears in high-terrain areas.

3. (U) Mosaics shall be tonally-balanced, to the best of Contractor’s technical ability given seasonal differences. However, this is not guaranteed when combining snowy and non-snowy images. NGA will be consulted when a decision is required.

4. (U) NGA will specify requirements related to orthomosaic products as either Panchromatic or Pan-sharpened.

5. (U) Product Naming convention: 32N_065E_NE_CC_01

a. Where NE is the nearest lower left (SW) quadrant identifier: NE, NW, SE, SW
