The AOC Air Filter Supply contract will be a contract that allows for the AOC House Jurisdiction to acquire specified amounts of air filters for equipment located throughout multiple buildings. The equipment requiring air filter supply varies in size and thus have different filter dimensions and specifications.
The general specifications for the filters are the following:
· Pre-Filters – MERV 8 (Nominal Sizes - 24X24X2, 20X24X2, and 12X24X2).
· Estimated quarterly quantity up to
· Box Filters – MERV 14-15, (Nominal Sizes - 24X24X2, 20X24X2, and 12X24X2),
· Box Filter Product/Manufacturers are limited to the following:
· Flanders Superflow PCA ASHRAE Particulate Box Style Filter
· Models SF-PCA-4412, SF-PCA-0412, and/or SF-PCA-2412
· Camfil Farr Riga-Flow M14 Filter
· Models 402994-003, 402994-009, and/or 402994-006
The AOC has estimated a quarterly quantity of filters required based on equipment data including filter size/specification/filter ratings.
The AOC is seeking sources to supply a high number of filters under a contract awarded by quarter (Base + multiple option periods). This structure would allow the AOC to “pre-purchase” the specified quantity of filters and draw down on the awarded quantities through multiple deliveries throughout the contract period of performance. In total, AOC would require approximately 1,500 filters per quarter of varying sizes.
Under the proposed contract, upon request, the AOC will require the contractor to deliver filters that AOC already purchased (the contractor will hold undelivered filters at their site) palletized and labeled, by equipment designation, during regular business hours within 5 business days. All delivers will need to go through the appropriate security screening and vetting requirements stated by United States Capitol Police before their final deliver to the Rayburn House Office Buildings.
The AOC would also like to include an emergency delivery option for use when filter replacements are required immediately or within a shorter timeframe than regularly delivered filters. Under this option, the contractor will be required to deliver filters to the site within 4 hours of receiving an emergency AHU filter order. Emergency AHU filter orders may be requested during regular business hours or weekend hours.
The AOC requests the following information in response to this sources sought notice:
a) Will your company be interested in submitting a quotation for this requirement if an RFQ is issued?
b) Are you an authorized distributor of Flanders and/or Camfil filters specified above?
c) Does your company have the ability to supply approximately 6,000 AHU filters of various sizes per year?
d) Is your company amenable to the proposed BPA structure of quarterly awarded Task Orders in lieu of an annual contract?
e) Can your company deliver filters within the specified delivery timeline stated above for regular delivery orders (5 business days)? If yes, please provide specific examples of when your company has done this within past contracts. If not, please provide what contract structure/delivery requirements you have worked with in past contracts and what do you recommend.
f) Can your company deliver filters within the specified delivery timeline stated above for emergency delivery orders (4 hours)? If yes, please provide specific examples of when your company has done this within past contracts. If not, please recommend a feasible delivery timeline.

h) What is the maximum quantity of filters your company would be able to supply under a single delivery order (may be through multiple delivery trips, but all within the 5-business day regular delivery order timeline)?
i) What is the maximum quantity of filters your company would be able to supply under a single delivery order (may be through multiple delivery trips, but all within the 4-hour emergency delivery order timeline)?
j) Is your company able to group, palletize, and label filters by equipment designation and wrap/protect palletized grouping during transport?
k) Has your company delivered materials, such as filters, to the AOC on a previous contract? Please provide past AOC contacts that you conversed with regarding supply of filters.
l) Please review the Sample Pricing Sheet attached with this Source Sought Notice. Does the pricing sheet make sense and give insight to you on how the AOC would like to view pricing for filters quarterly? If yes, do you have any feedback or recommendations to improve the pricing sheet? If not, please recommend a feasible way or industry standard way for filter pricing sheets.
