About this file
This document is an Addendum (#4) to a Request for Grant Application (RFGA) 6030 for Public Health Equity Grants issued by the Oregon Health Authority (OHA). The RFGA seeks grant applications from eligible community-based organizations for various public health program elements, with a grant period from January 2026 to June 2027. The closing date for applications has been extended to Tuesday, August 26, 2025 at 5:00 p.m. Applicants can apply for funding across multiple program categories, including Community Resilience, HIV/STD/TB, Emergency Preparedness and Response, and others. The addendum provides extensive clarification through 155 questions and answers addressing application requirements, eligible expenses, budget considerations, and programmatic details.
The grant has a maximum award of $750,000 per organization, with funding sources including both state and federal funds depending on the specific program category. Eligible applicants are primarily 501(c)(3) organizations currently serving Oregon, with options for fiscal sponsorship. Allowable expenses include staff salaries, training, technical assistance, personnel costs, and some specific program-related materials, though capital improvements and certain harm reduction supplies are generally not permitted. The funding aims to support various public health initiatives, with an emphasis on community resilience, health equity, and targeted interventions for specific populations. Applicants are encouraged to carefully review the Fiscal Guidance Document and align their proposals with the specific program elements' priority health outcomes and eligible activities.

Question 4. Can we schedule a time for myself and my colleagues to meet with a representative of OHA Equity Fund before the August 6th contact deadline?
Answer 4. To ensure equity for all applicants, we are not offering one-on-one meetings during this phase of the process. Unfortunately, we do not have the capacity to meet individually with every organization, and it’s important to maintain a fair and consistent approach for all.

Question 6. Can our organization utilize our federally approved indirect cost rate (negotiated with HHS) in our proposed budget?
Answer 6. It is at the discretion of the applicant, as long as you ensure that the application meets all criteria for submission. See Budget Template Instructions and Fiscal Guidance for more detail.
Question 7. Regarding the evaluation and scoring of applications, is the submitted budget and pricing information considered as part of the formal evaluation criteria and scoring process?
Answer 7. While proposed budgets are not scored, they will be reviewed for alignment with the proposed project and the funding category's general requirements. If you are selected as a potential recipient, a more detailed technical budget review will be conducted at that time.
Question 8. Can we provide wages to young adults that complete our proposed training, in order to reduce barriers and increase access. Can this be listed under "other" budget line item?
Answer 8. Yes, students/young adults can be provided wages if they are being paid either as staff/personnel or through an internship/fellowship; then expenses will be categorized under staff/personnel salary. If they are only community members receiving training, then this is a participant incentive, such as a gift card, and goes under the category of "Other." See Fiscal Guidance for more detail.
Question 9. What areas are not federally funded?
Answer 9. See Addendum #1 - Section 2 for funding sources. The funding is mixed and depends on the program.
Question 10. Should we budget for providing training and technical assistance Answer 10. If that is part of your project, yes. OHA cannot advise on which program element to apply under. Applicants should determine which category best aligns with their project goals and activities. Question 15. Would it be possible to schedule a brief 10–15 minute meeting to discuss them, or do you prefer that questions be submitted via email?
Answer 15. To ensure equity for all applicants, we are not offering one-on-one meetings during this phase of the process. Unfortunately, we do not have the capacity to meet individually with every organization, and it’s important to maintain a fair and consistent approach for all. We encourage you to review the application materials thoroughly and reach out with questions via email.
Question 16. "If we plan to have one major subcontractor what is the best/only way to demonstrate their planned scope of work, costs, and activities via the Contracts section on the budget sheet?"
Answer 16. There is a narrative section in the contracts budget section. That is where you can break down costs. The description of their activities should be outlined in your project plan responses.
Question 17. If those who will do the work of this project are independent contractors for the organization, are they considered ‘contractors’ for this budget? Or are they considered 'staff'?
Answer 17. That depends on whether you are being paid “fringe benefits”. If not, then it would sound like you are a subcontractor. See RFGA and Budget Template Instructions for more details.

Answer 20. It is not expected that all awarded organizations will be able to begin their project without initial disbursement of funds. However, any grant-related activities that occur prior to disbursement may be considered retroactively eligible expenses going back to the project start date of January 1, 2026.
Question 21. Can OHA help us decide which program element best fits our project? Can we apply to more than one?
Answer 21. OHA cannot advise on which program element to apply under. Applicants should determine which category best aligns with their project goals and activities. Question 111. Is including a percentage of FTE for the LPHA staff's work on the proposed project allowable? For example, as a contractor or subawardee?
Answer 111. FTE is used to capture those that have a salary/on your payroll. If they are not on your payroll or have a salary and you are paying them in a different way like 1099, it would be more appropriate in the contract section. LPHAs cannot be contracted for this grant.
Question 112. Our Portland-based org is fiscally sponsored by a 501c3 in New York. Webgrants asks “What is the name of your Fiscal sponsor if you have one (as it is registered with the Oregon Secretary of State)?”. Since our fiscal sponsor is not registered with Oregon SOS, are we no longer eligible to apply?
Answer 112. Your fiscal sponsor would need to be registered in the State of Oregon to be able to receive funds. Fiscal Sponsors must be registered with the Oregon Secretary of State but do not need to be based in the state of Oregon. See RFGA Section 1 “General Information” and Section 3 “Procurement Requirements.”
Question 113. If we’re an organization applying through a fiscal sponsor, what forms should the fiscal sponsor fill out, and which ones should our org fill out directly?
Answer 113. The organization doing the activities will fill out the application and the fiscal sponsor signs the grant agreement.
Question 114. For CHW/THW staff included in our CCE budget, what documentation is required at submission? Can we include positions currently in training if certification will be completed during the grant period?
Answer 114. There is no documentation of employees in the application process. You can also apply with an empty position that you plan to fill with the funding.
Question 115. Are organizations eligible to apply for GOS funding for already ongoing programs Answer 115. It does not have to be new programming, but we ask you review the RFGA to look at eligible activities.
Question 116. Our fiscal sponsor is submitting their own grant application. Can we still apply under their fiscal sponsorship?
Answer 116. Yes, your fiscal sponsor can have their own application with their own proposed project and they can also be your fiscal sponsor in a separate application with your project.
Question 117. Another organization processes our payroll. That is the only thing they do. It's my understanding that that they count as a fiscal sponsor (based on the definition in the RFGA). Should they apply for us if all they do is process payroll?
Answer 117. There is an area on the Webgrants application portal that asks for specific information about your fiscal sponsor (name, number, etc.) that you can enter in as you work on your application. If your organization is a 501(c)(3) and meets other RFGA requirements you are eligible to apply. Please review the RFGA in full in addition to RFGA Section 3, “Procurement Requirements.”

Question 119. Can you please tell me where in the RFP to find the maximum award under CCE?
Answer 119. See Addendum #1 Section 2.

Question 123. Can we submit more than the required minimal number of letters of support?
Answer 123. Yes.
Question 124. Can applicants apply for less than 18 months?
Answer 124. Yes.
Question 125. Regarding fringe benefits for two project plans, we have the same employees using
50% of their time each for two separate projects. Should I only add fringe benefits for one of the projects?
Answer 125. If their salary is split 50/50, it would also make sense to split the fringe 50/50.
As an example: let's say there is a 1.0 FTE employee who has a 50K salary, and their fringe cost is $10K (20%). If their cost is split 50% between 2 programs, it would show up on each budget as $25K salary, 5K fringe (still 20%). So the fringe rate stays the same.
Question 126. If we get stuck submitting, who would we call?
Answer 126. For technical assistance, please contact our team inbox at
Community.PublicHealth@odhsoha.oregon.gov.

Answer 129. Providing incentives is allowable, but they must follow specific parameters.
Please refer to the Fiscal Guidance Document. offering clinics a flat rate for allowing staff to attend workshops — may be viewed as payment for wages. If the individuals are not your organization’s staff, this would not be an allowable expense. If they are your staff and their participation is part of the proposed project, consider including this cost as part of a salary line item.
Question 130. We are a 501c3. We are not a Public Health Organization, FQHC, nor are we currently a Public Health Equity Grant. Are we eligible?
