The addendum provides detailed questions and answers for potential applicants, covering various funding categories including Adolescent and School Health, Commercial Tobacco, Communicable Diseases, Community Connection, and Community Resilience. The grant opportunity is open to 501(c)(3) organizations registered to do business in Oregon, with a funding period from January 1, 2026 through June 30, 2027. Applicants can apply to multiple funding categories with a maximum award of $750,000 per organization, and the grants are designed to support projects aligned with specific priority health outcomes.
Key financial and administrative details include a 15% cap on indirect costs applied to the entire proposed budget, restrictions on subcontracting (such as no local public health authorities can be subcontracted), and specific guidelines on allowable expenses. The funding cannot be used for capital improvements, direct client services, or wrap services in most cases. Eligible expenses include staff salaries, project-specific training, professional development, emergency preparedness equipment, and community outreach activities. Applicants must carefully review the Fiscal Guidance Document and RFGA to ensure their proposed projects align with the specific program's priority health outcomes and eligible activities.

Question 2. How should we indicate in our budget paying for staff from organizations we are partnering with for this work? Particularly with organizations that are not involved in writing the grant proposal.

Question 5. What is the date by which the funds would need to be spent down?
Answer 5. June 30th, 2027. This date is listed in the Fiscal Guidance Document.

Answer 6. Correct.
Question 7. Indirect Cost Limit: The RFGA mentions a 15% cap on indirect costs. Does this 15% apply only to the prime applicant’s portion of the budget, or the combined?

While we do not maintain a physical office in Oregon, the majority of our staff reside in Oregon, and all proposed services will be delivered to Oregon communities. Would this arrangement meet the “primarily located in Oregon” requirement, or would we need to engage a fiscal sponsor registered in Oregon to be eligible?
Answer 8. Yes, must be a 501(c)(3) registered with the Oregon Secretary of State.

Instead, our focus is on communities experiencing the greatest health disparities related to commercial tobacco use. Current data shows that many of these disparities disproportionately impact communities of color. That said, we recognize that tobacco-related disparities often exist at the intersection of multiple identities, including disability. If your organization serves a population that is disproportionately impacted by tobacco use, we encourage you to apply and describe the specific disparities your proposed project aims to address. All applications will be evaluated based on their alignment with the goals of the RFGA and the demonstrated need within the communities served.
