Amendment No. 1 is hereby issued in response to questions received regarding the subject Request for Proposals (RFP) No. RFC-5-52014. The proposal due date has also been extended to 2/25/15. Please note that some questions may have been edited to address duplicate questions or to protect business-sensitive information provided in the original questions. The essences of the original questions are not affected. Questions are in no particular order.
Question #1: Is there an incumbent contract number? If not, is this a new requirement?
Answer #1: There is no incumbent contract number. If selected for award, NREL will issue a Subcontract Number that will be assigned to the awardee.
Question #2: Will NREL consider, for a US company looking to expand their market into Europe and possible Japan, could this funding cover non US Certifications, such as CSA and IEC?
Answer #2: As indicated in Task 4.1 of the Statement of Work, the intention of this RFP is to support turbine certification to the AWEA 9.1 Standard or IEC 61400-2.
Question #3: Are all three tasks required to be included in the funded scope of work, or if adequate testing has already been conducted can the funds be focused primarily on task 3, “ensure the turbine is certified”?
mailto:maurice.nelson@nrel.gov
Answer #3: The proposal may include work that has already been completed but is not funded under this RFP. In any case, a review of the design review will conducted as part of the subcontracted activities, per Task 4.1.
Question #4: Can certifications in addition to AWEA and IEC, such as CSA and ClassNK intended to open export markets for US OEMs, be funded?
Answer #4: As indicated in Task 4.1 of the Statement of Work, the intention of this RFP is to support turbine certification to the AWEA 9.1 Standard or IEC 61400-2.
Question #5: Under deliverable 6.1, can non-NREL services be funded? How much time would an NREL review and go/no go decision be expected to take after the documentation is provided?
Answer #5: Yes, non-NREL services can be covered. NREL review would take approximately 4 weeks once all required documentation is received.
Question 6: Can company funds spent on related work after the proposal is submitted, but before a subcontract is issued, be counted as matching funds?
Answer #6: No. A company funds spent on related work after the proposal is submitted, but before a subcontract is issued cannot be counted as matching funds.
Question 7: Can a sample completed Figure of Merit be provided?
Answer #7: No, there are none available.
Question 8: Can a product development plan include tasks previously conducted?
Answer #8: Yes, however note that previously completed work cannot be funded as part of this RFP. See section 10c in the RFP.
