Summary of Addendum #01 for RFB 949800-01: DAS TH Parking Lot Retaining Wall Repairs
This is an addendum issued by the Iowa Department of Administrative Services for the Terrace Hill Parking Lot Retaining Wall Repairs project located at 2300 Grand Avenue, Des Moines, Iowa 50312. The project, designated as RFB 949800-01 and DAS Project 9498.00, involves comprehensive retaining wall repairs including demolition, concrete work, masonry restoration, pavement replacement, striping, and site restoration. A pre-bid meeting was held on July 16, 2026, with sealed bids due by 3:00 p.m. on July 28, 2026, submitted through the IMPACS Electronic Procurement System. Bid opening occurred via conference call at 3:30 p.m. on July 28, 2026. The anticipated Notice of Intent to Award was July 30, 2026, with construction commencement targeted for August 24, 2026. The substantial completion date was revised to November 16, 2026 through this addendum. The construction contract will be established using a modified ConsensusDocs 802 agreement. Prospective bidders were permitted site visits upon request and contacted construction.procurement@das.iowa.gov for access arrangements.
Addendum #01, issued July 22, 2026, modifies the original contract documents and consists of revised specifications and drawings, including changes to the preliminary schedule, contract summary, and concrete paving specifications. Key additions to contractor responsibilities include sod installation with a four-week watering period following placement, temporary water provision through either a temporary water meter or water truck, and fertilizing and mulching services. Concrete specifications require 4,000 psi 28-day concrete for six-inch thick pavement. Bid security of 5% of the total bid amount is required, with the apparent low bidder required to submit a subcontractor and supplier list within 48 hours of bid opening. The successful contractor must provide project-specific certificates of insurance and performance and payment bonds prior to contract execution. Work hours are restricted to 7:00 a.m. to 5:00 p.m., Monday through Friday, with on-site supervision by the prime contractor required at all times. All work must comply with the most recent edition of Iowa Statewide Urban Design and Specifications (SUDAS) standards and state properties tobacco-free regulations.

Questions and Answers:
Q1. Does the footing/wall require over excavation?
A1. Based on the geotechnical report, we should be into undisturbed soil for the footings. No over excavation is scheduled for the project under the footings. Testing during construction will confirm with the geotechnical engineer to evaluate requirements to reach the capacity of the existing soil.
Q2. If needed, can the city provide additional bricks for the road, or can a manufacturer/supplier/product be listed if additional bricks are needed?
A2. Contractor will be responsible for matching the existing brick. Gavin Historical Bricks of Iowa City, Iowa have provided reclaimed street brick for other projects in Iowa, we have not confirmed stock as this is salvaged brick.
