About this file

This Addendum 01 document supports the Request for Bids (RFB 949600-01) issued by the State of Iowa Department of Administrative Services on behalf of the Department of Corrections for window replacement at the North Central Correctional Facility Education Building in Rockwell City, Iowa. The project involves removal and replacement of 39 windows in the Education Building, with all material, labor, and equipment necessary for complete installation. The base bid includes window installation with lever handles for quick exiting and tilt-and-turn functionality, while an alternate material cost option is available for window grid patterns (divided lite grid). The project schedule indicates contracts issued the week of June 8, 2026; submittals due June 19–July 10, 2026; construction commencing September 7, 2026; substantial completion by November 10, 2026; and closeout from November 11–December 22, 2026. A pull-plan session will be held with successful contractors to finalize the construction schedule. Work hours are 7:00 AM to 4:00 PM Monday through Friday, with state holidays observed. Bids are due June 1, 2026, by 2:00 PM with bid opening via conference call at 3:00 PM the same day. The pre-bid meeting was held May 14, 2026.

The Addendum 01 contains technical specifications and site requirements for the window replacement project. Bid security of 5% of total bid amount is required with submission. Site-specific rules include onsite prime contractor supervision at all times; daily logs for each workday; compliance with NCCF General Rules of Employee Conduct, dress code guidelines, IDOC Staff Sexual Misconduct Policy, and PREA Policy training (approximately one hour); tobacco usage prohibition; cell phone and weapon restrictions; and background checks for all onsite employees and subcontractors. Contractors must submit subcontractor and supplier lists within 48 hours of bid opening. The project uses ConsensusDocs 802 modified contract format with project-specific Certificate of Insurance and Performance & Payment bonds required prior to contract execution. Procore will be used for project management at no cost to trade contractors. The Schedule of Values must include a closeout line item of at least 1% of total contract value, invoiceable only after final completion certification. Technical drawings show various window types (vinyl, steel, and aluminum) with fire-rated and insulated glazing options, composite trim, and detailed installation requirements including flashing, moisture barriers, and sealant specifications.
