About this file

Addendum #2 for RFB932200-01 is issued by the Iowa Department of Administrative Services (DAS) for the DHS IMHI Reynolds Building Partial Roof Replacement project. The addendum provides critical clarifications for bidders, including specifications for a partial roof replacement at the Reynolds Building in Independence, Iowa. Key details include requirements for EPDM roofing, built-in gutter repairs, and specific instructions for roof drain installations. Contractors are advised that a two-year installer's warranty is required specifically for built-in gutters, while the main upper roofs and dormer roofs will have a 25-year warranty. Bidders can schedule site visits by contacting Mike Cook at (563) 608-6633.

The addendum addresses several technical aspects of the roofing project, such as handling existing metal linings in gutters, wrapping gutter dams with EPDM and flashing, and providing overhead protection at building entrances during work. Contractors are instructed to provide retrofit roof drain inserts or flash into downspout pipes with warrantable membrane flashing details. The document clarifies that the project requires 10 million dollars in umbrella coverage, as explained in the specifications. Attachments include roof drain photos and a two-year installer's warranty form, with the total addendum spanning 5 pages and modifying the original bidding documents dated April 6, 2023.

ADDENDUM #2

Project Name:

DAS#9322.00

RFB 932200-01

Dated: May 5, 2023

This Addendum forms a part of the bidding and contract documents. This Addendum supersedes and supplements all portions of the original bidding and contract documents dated April 6, 2023, with which it conflicts.

ACKNOWLEDGE RECEIPT OF THIS ADDENDUM IN THE SPACE PROVIDED ON THE

BID FORM. FAILURE TO DO SO MAY SUBJECT THE BIDDER TO

DISQUALIFICATION.

1. BID CLARIFICATIONS

A. Note that built-in gutters have vertical gutter dams. (See attached photos) All gutter dams are to be wrapped with EPDM and flashing accordingly with EPDM.

B. Most built-in gutters were originally lined with metal. It is unknown if these gutters are lined with metal or not. Existing metal can be left if it is attached securely and can be adhered to with membrane glues. If not, remove the metal during demolition. Verify manufacturer’s requirements.

2. SPECIFICATIONS

A. Overhead protection will be required at all entrances when work is being performed overhead.

3. DRAWINGS

A. Sheet A3.0. Detail 4/A3.0 - High Roof Gutter Detail. Delete TPO and change to EPDM.

4. QUESTIONS AND CLARIFICATIONS

A. Is a 2-year workmanship warranty going to be sufficient for the gutter areas as no manufacturer will warranty the roof in the gutters? The built-in gutters may not be covered by some manufacturer’s warranties. Please note in your bid if you are able to provide a manufacturer’s warranty for the built-in gutters. All bidders are asked to provide a Two Year Installer’s Warranty for the built-in gutters. The main upper roofs and dormer roofs are to be covered under the 25 year warranty as specified. The attached Two Year Installer’s Warranty is to be completed for the built-in gutters.

B. Due to the nails backing out of the substrate is adding a coverboard of .5” hd iso to the bid acceptable as we are not comfortable to glue strait to the existing substrate? A> Ed Any loose nails should pull with the existing membrane removal. Provide cover board only if recommended or required by your manufacturer to meet the 25 year warranty.

C. Drain inserts were our initial thoughts on how to make the upper 7 roofs warrantable but we believe we would have a hard time installing them in a manner that would not create a dam effect so we would propose the use of shop fabricated drain inserts? A> All upper roof drains and built-in gutter roof drains are EPDM flashed holes through the sheathing that connect to a round metal downspout that is concealed inside the roof edge cornice metal. See the attached photo sheet. Provide a retrofit roof drain insert or flash into the downspout pipe with a warrantable membrane flashing detail.

D. In the bid documents it calls for 10 million umbrella coverage. Is this the correct amount for this job?? A> In the specifications book this value is explained in the Sample Consensus Docs 802 – Section10.2.2.

E. Page A3.0, Detail 4 – High Roof Gutter Detail, has the membrane listed as TPO instead of EPDM. Is this Correct? A> Change to read EPDM.

F. On the roof plans there are down spouts called out, which are internal. Is there a detail for these down spouts? A> All upper roof drains and built-in gutter roof drains are EPDM flashed holes through the sheathing that connect to a round metal downspout that is concealed inside the roof edge cornice metal. See the attached photo sheet. Provide a retrofit roof drain insert or flash into the downspout pipe with a warrantable membrane flashing detail.

G. May contractors not at the pre-bid meeting schedule a site visit? A> Yes, you can visit the site by making arrangements with Mike Cook the facility POM by calling him at (563) 608-
