About this file

This is Addendum #2 to a request for bids issued by the Iowa Department of Administrative Services for the WRC Decentralization Phase 3, Fire Alarm Phase 2, and Chapel Sprinkler project at Woodward Resource Center, located at 1251 334th Street, Woodward, Iowa 50276. The project encompasses replacing existing fire alarm and steam heating systems in the Elmcrest, Administration, Medical Center, Food Service, and Dispatch Garage buildings, while adding fire suppression and replacing the fire alarm system in the Chapel. Addendum #2, issued on December 12, 2023, changed the bid due date to Tuesday, December 19, 2023, at 2:00 pm. The anticipated Notice of Intent to Award is December 20, 2023, with a target substantial completion date of December 6, 2024. The addendum includes thirteen questions and answers addressing technical clarifications regarding pipe removal access, fire alarm manufacturer specifications, equipment storage, contract processing timelines, boiler specifications, and control valve requirements. Additionally, the addendum provides revised specifications and drawing changes across multiple divisions, including fire suppression sprinkler systems, steam and condensate heating specialties, and steam fire-tube boilers, along with approved and denied substitution requests for specific equipment and manufacturers.

Bid Packages #09-1 (General Construction), #21-1 (Fire Suppression), #23-1 (Mechanical), and #26-1 (Electrical and Fire Alarm) are structured with base bids, allowances, alternates, and unit prices. Bid Package #09-1 includes a $40,000 owner wall patching allowance for fire alarm work and two alternates for Medical Center Storage Room construction and second-floor ceiling demolition/reinstallation in Elmcrest and Medical Center. Bid Package #23-1 requires lead-certified contractors and includes estimated quantities for demolition of grout around pipe penetrations: 100 in the Administration Building, 75 in Elmcrest, and 50 in the Medical Center. Bid Package #26-1 is separated into Decentralization Electrical and Fire Alarm costs. Unit prices are provided for smoke detectors, heat detectors, duct smoke detectors, fire alarm relays, and ceiling-mounted speaker strobes and strobes in Bid Package #26-1, each including labor, material, conduit, cable, and programming. The owner will perform furniture relocation, fire watch, temporary surface preparation, fencing, and all painting. Contractors must comply with lead certification requirements, attend mandatory safety orientations, and participate in daily end-of-shift meetings, weekly production meetings, and bi-weekly Owner/Designer/Construction Manager meetings.

Addendum 2 for RFB927930-01

Project Name: WRC Decentralization Phase 3 & Fire Alarm Phase 2 & Chapel Sprinkler

DAS RFB #: 927930-01

DAS Project #: 9279.30-31 & 9294.01 Date: 12/12/2023

GENERAL NOTES

BID DUE DATE CHANGED TO TUESDAY, DECEMBER 19, 2023 at 2:00 pm

Bids Due: December 19, 2023 at 2:00 pm

QUESTIONS AND ANSWERS

Q1. For Admin and Elmcrest, what are the access points for the basement?

A1. Basement windows that have plywood over them may be removed for pipe removal and then the plywood reinstalled. Otherwise all piping must be removed through stairs and exterior doors.

Q2. Will the pipe be demolished with the insulation during the abatement process?

A2. Demolition of pipe on sheets 10-MD100 and 12-MD100 will be covered by the abatement contractor. These pipes contain ACM and will be removed with the insulation. However, any equipment that does not contain the insulation will be removed as a part of bid package 23-1.

Q3. Does the new fire alarm system need to be the same manufacturer as the existing? How would it work with the fiber and overall system if a different manufacturer is low bid for Fire Alarm Phase 2 buildings?

A3. Fire system does not need to match existing Siemen system. If Siemens is not used as a manufacturer the contractor must still contact Siemens to get a quote to decommission existing panels. Refer Demolition Notes on 00-E000 for Siemens contact information. If another manufacturer is used the two fire alarm systems will be independent of each other. No fiber will connect the two systems.

Q4. Is there storage on site for HVAC equipment?

A4. The construction manager has a general laydown area where you may bring a Connex/storage box for any material you would want to store on site.

Q5. What is the time frame for contracts to be written and sent out?

A5. The processing of contract execution depends on the timeliness of obtaining bonds and certificates of insurance and typically takes about one month.

Q6. Is it acceptable to remove doors, door frames or interior walls to install the steam boilers for Food Service?

A6. Yes, as long as the building components are reinstalled in equal to or better condition than the existing condition. Building components damaged as a part of the installation will need to be replaced.

Q7. On drawing 12-M600 the existing AHU needs a new control valve. Do the rest of the manual valves need to be replaced? If so, can you provide a detail of what we should price?

A7. No, only the control valve needs replacement. Control valve should be sized for the GPM on the schedule and according to the specifications for control valve sizing.

Q8. Does 10 82 23 reference the fin tube radiator covers? A3 in addendum 1 said this would be in division 10.

This appears to be the only division 10 specification.

A8. Yes.

Q9. Are there any Buy American requirements on this job?

A9. No.

Q10. Addendum #1 stated to see revised sheet for a keynote on 10-E300, but the sheet was not included. What was the keynote?

A10. “FIRE ALARM CONTROL PANEL IS LOCATED IN FOOD SERVICE.”

Q11. I am looking for clarification on Note 4 of the Feedwater Pump Schedule. The note states that the unit shall be sized with one standby pump. The unit is currently scheduled to only be supplied with 2 pumps. If you are wanting to have a standby pump then this unit would need to be a triplex unit. Do you want this to be changed to add a third standby pump?

A11. Refer to changes to specification section 23 5239 below.

Q12. On drawing 11-M100 the boiler feed unit (FWP-1) shows only one pump line from the unit to both boilers.

Are you wanting modulating feed water with continuous run pumps or do you want the pumps to be on/off with each pump dedicated to a boiler.? The boiler feed specification would suggest on/off pumps, but the boiler spec section 23 5239 part 2.54 states continuous and modulating.

A12. Refer to changes to drawing 11-M100 – BASEMENT MECHANICAL PIPING PLAN below.

Q13. Another item is regarding section 23 2214 part 2.3C. This part states that there shall be a strainer between pumps and receiver for the boiler feed unit. I would remove the need for a strainer here. When the strainer does not get cleaned and it gets plugged we will have issues with the pumps running dry and that will damage the pumps. If there is a strainer between the pump and receiver then this will also void any warranty on the pumps.

A13. Refer to changes to specification section 23 2214 below.

Q14. In specification section 23 2214 part 2.4F3 lists for the condensate return unit panel to have an electrical alternator. Can it be changed to provide a mechanical alternator in lieu of an electrical alternator? An electric alternator will not bring on the second pump if the first pump does not come on. A Mechanical alternator will do this.

A14. Refer to changes to specification section 23 2214 below.
