About this file

This document is Addendum #1 for Request for Bid (RFB) 925300-01 issued by the Iowa Department of Administrative Services (DAS) for the DOC FDCF Floyd & Bldg K Roof Replacement project at the Fort Dodge Correctional Facility. The addendum provides clarifications and modifications to the original bidding documents, with bids to be received on Tuesday, May 9, 2023, at 2:00 P.M. Central Time. The project involves a partial tear-off and roof replacement for Building K (approximately 7,700 sq ft) and the Floyd Unit (approximately 18,300 sq ft), including removing existing ballast and membrane, replacing 25% of water-damaged roof insulation, mechanically fastening existing roof insulation on the low slope metal deck, and adding new polyisocyanurate insulation and EPDM membrane. The addendum includes several alternates for additional insulation replacement, cover board addition, and potential project schedule extension.

The bid package includes detailed specifications for unit prices, such as wood blocking replacement and substrate/insulation replacement, with provisions for site-specific considerations like lightning protection, steam lines, and facility access. Bidders are required to submit through the IMPACS Electronic Procurement System, provide a 5% bid security, and follow specific site rules including background checks, tool control, and work hour restrictions. The project is scheduled for construction from July 2023 to November 2023, with an alternate schedule extending to June 2024. Procore will be used for project management at no cost to trade contractors, and the successful bidder must provide project-specific insurance certificates, performance and payment bonds, and a detailed Schedule of Values broken out by roof with a 1% closeout line item.

• For both Bldg K and Floyd Unit Roofs, there is active lightning protection that should be pulled off to the side during the reroofing process and then put back.

• For Floyd Unit, there are steam lines around the back side of the building and appear to be shallow. The secure fence can be opened in order to set up a lift in the backyard. FDCF noted they can do this on each side of the building so that the lift doesn't need to drive over the steam lines.

o A crane can be left over night but it has to be disabled at the end of the day so that it cannot be turned on.
