About this file
This is Addendum #1 to the bid documents for the Iowa Department of Administrative Services' Newton Correctional Facility (NCF) IPI Homes for Iowa Facility Project Phase II - Fencing, issued July 24, 2026, for work at the Newton Correctional Facility in Newton, Iowa. The project involves construction of perimeter fencing, a sally port pad, concrete work, electrical installations, and site restoration divided into three bid packages: BP-01 for perimeter fence (Fence Area), BP-02 for perimeter fence (Sally Port Area), and BP-03 for electrical work. An optional pre-bid meeting was held July 16, 2026; questions were due July 21, 2026 at 2:00 p.m.; and bids are due July 29, 2026 at 2:00 p.m. with opening at 3:30 p.m. via Microsoft Teams. Construction is scheduled to commence August 14, 2026, with substantial completion targeted for November 30, 2026. The addendum clarifies operational requirements including use of the existing west facility entrance for construction traffic, contractor responsibility for survey and layout work, provision of individual dumpsters by each bid package, and coordination with the facility manager and construction manager for material storage, equipment staging, and employee parking.
The addendum establishes project budgets of $988,087 for BP-01, $577,137 for BP-02, and $825,940 for BP-03, each inclusive of alternates which are deducts to base bids. Contractors are required to bid both base bids and related alternates. Key clarifications include that the owner/construction manager provides portable toilets, special inspections, testing, and stormwater pollution prevention plan (SWPPP) requirements; building permits are not required except for the electrical contractor to obtain a permit from the State Fire Marshal; staking and survey work are the contractor's responsibility with control points provided by owner; materials may remain on site overnight in containers or gang boxes with hand tools subject to daily tool control; excess dirt spoils will be directed to a designated spoils area at the north end of the project; and no existing fence or concrete demolition is required. Once bid awards are made, the construction manager will coordinate with all contractors to develop a master schedule to coordinate all construction activities.
