About this file
This is a bidding documents file related to a construction project managed by the Iowa Department of Administrative Services for the Newton Correctional Facility (Iowa Prison Industries Homes For Iowa Facility Production Site) in Newton, Iowa. The project encompasses construction of a perimeter fence and sally port, including approximately 1,275 linear feet of 12-foot-high chainlink security fencing with concertina wire, an 8-inch reinforced PCC sallyport pad (90,000 square feet), gravel parking areas (17,200 square feet), concrete sidewalks, subdrain systems, swinging and automatic cantilever slide gates, electrical service installations, and site restoration. The bid package is divided into three components: BP 01 for perimeter fence (Fence Area), BP 02 for perimeter fence (Sally Port Area), and BP 03 for electrical work, with six alternate bids available for deductions and three unit-price line items. An optional pre-bid meeting is scheduled for July 16, 2026 at 10:00 a.m. (virtual), with questions due July 21, 2026 at 2:00 p.m. Bids are due July 29, 2026 at 2:00 p.m., with bid opening at 3:30 p.m. via Microsoft Teams. The notice of intent to award is anticipated July 30, 2026, with construction commencing August 14, 2026 and substantial completion targeted for November 30, 2026.
Bid security of 5% of the total bid amount is required in the form of a bid bond, certified check, or cashier's check, with bids remaining valid for 30 calendar days after submission. A resident-bidder preference per Iowa Code 73.21 applies, and preference will also be given to domestic products. The successful contractor must provide performance and payment bonds and maintain required insurance. All work must comply with SUDAS standards, State Fire Marshal specifications, OSHA requirements, and NPDES General Permit No. 2 for stormwater pollution prevention. Davis Bacon wages do not apply, and the project is exempt from Iowa sales tax. Subcontractors and suppliers must be identified within 48 hours of bid submission and registered with the State of Iowa.
