About this file
This is a project manual for a Request for Bids (RFB923902-01) issued by the Iowa Department of Administrative Services for the Newton Correctional Facility (NCF) Iowa Prison Industries Homes For Iowa Phase II project. The project encompasses exterior improvements, earthwork, utilities, HVAC, electrical, plumbing, and special construction for an engineered post frame structure located at 307 S 60th Ave W, Newton, Iowa. The procurement is divided into three bid packages: BP 01 (General Construction), BP 02 (Civil), and BP 03 (Mechanical, Electrical, Plumbing), with multiple potential alternates including building length extension and additional grading and electrical work. An optional pre-bid meeting is scheduled for Tuesday, August 12, 2025, at 10:00 am at the project site. All questions must be submitted by 2:00 pm on Friday, August 15, 2025. Bids must be submitted through the IMPACS Electronic Procurement System by 2:00 pm on Wednesday, August 27, 2025, with a virtual bid opening at 3:00 pm the same day. Construction is anticipated to begin on September 22, 2025, and end on March 26, 2026.
Each bid must include bid security equal to 5% of the total bid amount in the form of a bid bond, cashier's check, or certified check. Subcontractors and suppliers must be identified within 48 hours of bid submission, and bids remain valid for 30 calendar days after receipt. The procurement includes provisions for Iowa's reciprocal resident bidder preference and encourages participation from Targeted Small Businesses in accordance with Chapter 73 of the Code of Iowa. Bidders must comply with affirmative action and equal employment opportunity provisions of both Iowa and federal requirements. The project is exempt from Iowa Sales Tax, and Davis-Bacon Wages do not apply. Project documents indicate potential for unit price adjustments for additional work such as grading berm material, over-excavation, and crushed rock surface additions. The project documents were prepared by the Samuels Group and Farnsworth Group, and the Iowa Department of Administrative Services reserves the right to reject any or all bids and accept proposals deemed in the best interest of the State of Iowa.
