About this file

This file contains construction drawings for the Newton Correctional Facility (NCF) Iowa Prison Industries (IPI) Homes For Iowa Phase II project, prepared by the Samuels Group and Farnsworth Group on behalf of the Iowa Department of Administrative Services (DAS). The project encompasses exterior improvements, earthwork, utilities, HVAC, electrical, plumbing, and special construction for an engineered post frame structure located at 307 S 60th Ave W, Newton, Iowa. The procurement is divided into three bid packages: BP 01 (General Construction), BP 02 (Civil), and BP 03 (Mechanical, Electrical, Plumbing). Bidders must submit proposals through the IMPACS Electronic Procurement System by 2:00 pm on Wednesday, August 27, 2025, with a virtual bid opening at 3:00 pm the same day. An optional pre-bid meeting is scheduled for Tuesday, August 12, 2025, at 10:00 am at the project site. All questions must be submitted by 2:00 pm on Friday, August 15, 2025. Construction is anticipated to begin September 22, 2025, and end March 26, 2026.

Each bid must include bid security equal to 5% of the total bid amount in the form of a bid bond, cashier's check, or certified check. The project includes multiple potential alternates for building length extension, additional grading, and electrical work, with provisions for unit price adjustments for grading berm material, over-excavation, and crushed rock surface additions. Iowa's reciprocal resident bidder preference applies, and participation from Targeted Small Businesses is encouraged in accordance with Chapter 73 of the Code of Iowa. Bidders must comply with affirmative action and equal employment opportunity provisions of both Iowa and federal requirements. The project is exempt from Iowa Sales Tax, and Davis-Bacon Wages do not apply. Subcontractors and suppliers must be identified within 48 hours of bid submission, and bids remain valid for 30 calendar days after receipt. The Iowa Department of Administrative Services reserves the right to reject any or all bids.
