About this file
This document is a Questions and Answers addendum to RFB#22-BM29 issued by the City of Sun Prairie, Wisconsin, for the replacement of two boilers at the Westside Community Service Building located at 2598 W Main St, Sun Prairie, WI. The project scope includes boiler replacement with integration into existing controls, with system upgrades to be performed separately by Johnson Controls following installation. An alternate bid option is available for the replacement of two pumps and two Variable Frequency Drives (VFDs), specifically Danfoss VLT 6000 HVAC units. Questions were received by August 5, 2022, with answers posted by August 9, 2022, and updated responses provided on August 10, 2022. The original project completion deadline was October 31, 2022; however, the city acknowledged that this timeline could be adjusted to account for supply chain issues and equipment lead times beyond the bidder's control, and bidders were required to provide estimated project completion dates in their updated bid proposals reflecting expected equipment delivery periods.
Key project clarifications addressed in this Q&A include elevator access to the basement (weight capacity of 2,500 pounds with temporary card access available), control system integration into existing infrastructure, and the confirmation that Davis-Bacon prevailing wage requirements do not apply to this project. The current water treatment contractor is Chris Hubbard of Global Water Technology. Bidders were directed to submit updated bid proposals that included alternate bid line items for both the pump and VFD replacements, with flexibility regarding project completion dates to accommodate material procurement delays inherent to current supply chain conditions. The facility is currently operating with reduced capacity as one boiler is out of service, emphasizing the time-sensitive nature of the work.

City of Sun Prairie RFB#22-BM29 – Westside Community Service Building Boilers Replacement Questions Received by August 5, 2022
Answers Posted by August 9, 2022
Updated Q&A Posted August 10, 2022
1. What is the weight capacity of the elevator and can it be used at all?
The weight capacity of the elevator in the Westside Building is 2,500 pounds. It can be used, but will require card access to the basement. A temporary card can be provided.
2. How are the controls going to be handled?
Boilers will be installed and tied into existing controls. System upgrade will be performed by Johnson
Controls separately after new boiler installation.
3. I see in the documents that this is to be fully completed by 10/31. Given the long lead times, is this liquidated damages piece going to be adjusted based on supply chain issues and being able to get material? Will project completion date be adjusted for equipment lead times?
Time is of the essence for this project, as this facility is down one boiler. However our timeline can be adjusted in light of supply chain issues and lead times beyond bidder’s control.
An updated bid proposal form was uploaded along with this Q&A. In that form, please include your estimated project completion date given the expected equipment lead times.
4. For the alternate bid, are the pumps and VFDs being replaced?
Yes, the updated bid proposal form now includes alternate bid lines for both pumps (2) and VFDs (2).
5. The request for bid referenced Davis-Bacon, but it is not mentioned in the draft contract. Is Davis- Bacon applicable to this project?
No, Davis-Bacon does not apply to this project.
6. What are the current VFDs?
Danfoss, VLT 6000 HVAC.
7. Who is your current water treatment contractor?
Chris Hubbard Global Water Technology Chubbard@Gwt-inc.com 708-349-9991 mailto:Chubbard@Gwt-inc.com
