About this file
This is a questions and answers document for Request for Bids (RFB) #22-BM29 issued by the City of Sun Prairie, Wisconsin, for the replacement of two boilers at the Westside Community Service Building located at 2598 W Main St, Sun Prairie, WI. The project scope includes boiler replacement with associated work as specified in the engineering specifications, and an alternate bid option to replace two VFD pumps at the same location. The original project completion deadline was October 31, 2022. Respondents were required to submit questions by August 5, 2022, with answers posted by August 9, 2022. The City indicated that while time is of the essence due to the facility operating with one boiler down, the project timeline could be adjusted to accommodate supply chain issues and equipment lead times beyond the bidder's control. Bidders were instructed to include their estimated project completion date based on expected equipment lead times in the updated bid proposal form.
Key operational details include that the building's elevator has a 2,500-pound weight capacity and requires card access to the basement, with temporary cards available to contractors. New boilers will be tied into existing controls, with system upgrades to be performed separately by Johnson Controls following installation. Davis-Bacon wage requirements do not apply to this project. The alternate bid includes separate line items for replacement of both pumps and VFDs. Bidders were expected to account for current supply chain constraints and lead times when determining project feasibility and completion timelines.

City of Sun Prairie RFB#22-BM29 – Westside Community Service Building Boilers Replacement Questions Received by August 5, 2022
Answers Posted by August 9, 2022
1. What is the weight capacity of the elevator and can it be used at all?
The weight capacity of the elevator in the Westside Building is 2,500 pounds. It can be used, but will require card access to the basement. A temporary card can be provided.
2. How are the controls going to be handled?
Boilers will be installed and tied into existing controls. System upgrade will be performed by Johnson
Controls separately after new boiler installation.
3. I see in the documents that this is to be fully completed by 10/31. Given the long lead times, is this liquidated damages piece going to be adjusted based on supply chain issues and being able to get material? Will project completion date be adjusted for equipment lead times?
Time is of the essence for this project, as this facility is down one boiler. However our timeline can be adjusted in light of supply chain issues and lead times beyond bidder’s control.
An updated bid proposal form was uploaded along with this Q&A. In that form, please include your estimated project completion date given the expected equipment lead times.
4. For the alternate bid, are the pumps and VFDs being replaced?
Yes, the updated bid proposal form now includes alternate bid lines for both pumps (2) and VFDs (2).
5. The request for bid referenced Davis-Bacon, but it is not mentioned in the draft contract. Is Davis- Bacon applicable to this project?
No, Davis-Bacon does not apply to this project.
