This document is a Request for Proposal (RFP) issued by the Arkansas Department of Transformation and Shared Services Office of State Procurement (TSS OSP) on behalf of the Arkansas Department of Workforce Services (DWS) for the modernization of the state's Unemployment Insurance (UI) information technology (IT) systems. The project scope includes the design, development, and implementation of a comprehensive, state-of-the-art UI IT system that will replace the current legacy system in its entirety. The successful contractor must have a strong track record of developing and implementing UI IT systems, provide subject matter expertise, and complete the project within 18 to 30 months. The contract is anticipated to have an initial term of four years with the option to renew for up to three additional one-year terms.
The RFP provides detailed requirements for the new UI IT system, including functional, technical, and system specifications. Pricing is required for three hosting options - state hosted, cloud hosted FedRAMP Moderate, and cloud hosted FedRAMP High. Payment will be tied to defined Key Performance Indicators (KPIs) and deliverables, with penalties for missed deadlines or service level agreements. The contractor will also be responsible for data migration, training, maintenance, and ongoing technical support.

DWS expectations include that respondents to this RFP will:
• Possess a strong recent track record of developing and implementing UI IT systems;
• Possess and deliver best practices and subject matter expertise to advise and bolster existing DWS UI expertise;
• Complete the proposed solution within 18 to 30 months;
