About this file
This document is an Invitation for Bids (IFB) issued by the Maryland Department of Transportation Maryland Transit Administration (MDOT MTA) for the installation of forward and inward-facing cab video cameras and ambient audio recording microphones on six MARC High Horsepower (HHP-8) electric locomotives. The scope of work includes providing and installing one forward-facing and one inward-facing camera in each of the six locomotive cabs, as well as one microphone per cab end to capture onboard horn, bell, and ambient noise. The IFB was issued on August 24, 2021, with a revised date of September 3, 2021. Bids are due by September 23, 2021 at 2:00 PM local time. A pre-bid conference was held on September 3, 2021, and the contract is for a one-year base period with no option periods.
The IFB specifies a Minority Business Enterprise (MBE) participation goal of 15%, but no Veteran-Owned Small Business Enterprise (VSBE) goal. Pricing is on a firm fixed-price basis, with payments tied to the successful completion of milestones. The project is funded with state and federal funds, but the IFB does not indicate the total available funding amount. The MDOT MTA intends to make a single award for the work under this IFB.

2.3 Quality Management
The Bidder shall have an established and certified quality management program in place. Acceptable standards include ISO 9001 and AAR M-1003. Descriptions of the quality management program and all associated certifications must be made available for MDOT MTA inspection, if requested.
Technicians performing specialized work shall have appropriate qualifications and follow established applicable manufacturing standards and practices. Examples of acceptable standards are included in Section 2.0. All work instructions, drawings and specified requirements must be readily available to the technician performing each task.
Before work commences, the Contractor shall submit examples of all proposed assemblies, component locations, wire and conduit run, test procedures and report templates for the Customer’s review and approval.
2.4 Safety
The Bidder must have an established safety program in place that recognizes and complies with all applicable Occupational Safety and Health Administration (OSHA), Environmental Protection Agency (EPA) and Federal Railroad Administration (FRA) requirements as well as State, Local and Federal requirements.
2.4.1 Safety and Security Certification Program
Transit projects eligible for Federal Transit Administration (FTA) Section 5309 funding, or other forms of Federal assistance, require the implementation of a Safety and Security Certification Program. MDOT MTA receives such funding and acts as a self-certifying agency. As such, MDOT MTA is required to develop and implement a Safety and Security Certification Program (SSCP) in accordance with the aforementioned requirement.
MDOT MTA, in conjunction with its safety consultant, shall develop a Safety and Security Certification Program Plan (SSCPP) for this project in accordance with the requirements of the FTA’s “Handbook for Transit Safety and Security Certification (FTA-MA-90-5006-02-01), Final Report,” November 2002;
MARC Train Service System Safety Program Plan (SSPP); and any other applicable State or Federal guidelines or requirements.
As a self-certifying agency, MDOT MTA reserves the right to select a third-party contractor (safety consultant) of their choosing to establish and execute the Safety and Security Certification Program.
MDOT MTA’s safety consultant, under a separate contract, will complete the SSCP, however it is the Contractor’s responsibility to assist MDOT MTA in successfully completing the SSCP for this project.
The Contractor shall provide documentation as required in the various sections of this specification and shall participate in MDOT MTA’s SSCP related activities.
The SSCP will be provided to the Contractor at Notice to Proceed (NTP) for use as a reference during the Contractor’s safety plan development. The SSCP describes the Contractor’s responsibility, methodology for meeting safety certification requirements and addresses elements of Fire/Life Safety, System Safety, Occupational Safety, and Public Safety. The SSCP also defines the verification and validation processes, which will be used to document that all safety and security certification requirements have been met.
IFB for MDOT MTA Page 4 of 83
The Contractor’s System Safety Program Plan (per the requirements of this chapter) shall define the process for achieving an acceptable level of safety and security risk through the adherence of design criteria, compliance to the technical specification and compliance to test verification.
Design changes proposed by the Contractor during construction, fabrication, installation, testing or commissioning shall ensure all safety critical system elements have been evaluated for compliance with the safety and security requirements, including applicable codes and standards, and to verify their operational readiness for revenue service.
2.5 Inspections
The MDOT MTA shall have the right to perform appropriate inspections. These inspections may include, but are not limited to, an initial quality audit, in-work production audits and first article inspection. The MDOT MTA will provide the Bidder with reasonable notification of any impending inspection. During inspections, all documentation applicable to the MDOT MTA's product must be available for review.
2.6 Materials
All materials and components used must be rated for use in rail environments and shall meet the Fire Safety requirements of 49 CFR §238.103. All materials and components installed must be new unless explicitly approved by the MDOT MTA.
2.7 General Instructions
The Bidder must demonstrate a thorough familiarity with designing, installing and performing modifications and upgrades to passenger rail equipment relative to this Scope of Work (SOW).
2.7.1 Considerations
A. Design and installation shall be of a robust type for Railroad applications, where weather elements may be exposed to the cameras, microphones, wiring and other system components as well as vibration.
B. Impact caused by coupling trains should also be considered.
C. The system and components must prohibit condensation collection and intrusion of dust and moisture.
D. Various voltages and frequencies on the overhead catenary supplying transformed power for the AC traction motors to propel the locomotive and three phase 480 VAC for passenger cars need to be considered so there is no interference or quality impact to audio or video signals recorded.
Power available for the Forward and Inward-Facing Camera System will be 72Vdc nominal supplied from the locomotive batteries. The systems recording device shall be equipped with a certified crashworthy event recorder memory module that meets the requirements of 49 CFR §229.135 identified in Appendix D and time synced with the
IFB for MDOT MTA Page 5 of 83 current Data Event recorder in place onboard. The Contractor shall be responsible for demonstrating that the installed system functions as required.
E. The locomotives will be made available at the MARC Martins Maintenance Facility located at 2700 Eastern Blvd, Middle River, MD, 21220 for Pre-Bid inspection.
After contract award, Contractors will have access to locomotives at this location in order to perform the Forward and Inward Facing Camera System application and static testing of the system.
