1. Questions / Answers

Questions Answers

1.

Question: I had a quick question about the above referenced IFB? I am a little confused with the pre bid. Is the pre bid going to be onsite or via webinar? If it is only a call can we go look at the locomotives at another time?

Answer: The pre-bid conference was held by webinar on 9/3/2021.

An on-site visit to view a locomotive will be provided, and details on date/time/location will be provided in a future addendum.

2.

Question: 2.8 Major System Elements- Please confirm quantities of the following for each locomotive- Forward Facing Camera-2 per loco, Inward facing camera- 2 per loco, Mircophone- 2 per loco, Video/Audio recorder- 1 per loco?

Answer: Confirmed. These are the correct quantities per locomotive, not including spares required by the

IFB.

3.

Question: 2.8 Major System Elements- Please clarify how "approved equivalent" will be evaluated?

Answer: An "approved equivalent" will be evaluated based on whether it is equal or comparable to the characteristics, functionalities, capabilities, and/or methods specified in the IFB.

4.

Question: If we are a TVM (Transit Vehicle Manufacture) registered with the FTA with our own DBE goals can we follow those guidelines and percentages rather than MDOT's? If so do we still need to fill out the paperwork or can we just send our TVM certificate in with the bid?

Answer: Since this contract is for installing of cameras and microphone, not “manufacturing”, a TVM approval would not be applicable.

5.

Question: Page 14 of 83 section 3.6.1 (D) Cybersecurity Insurance. Will this be required for the Solicitation?

Answer: Yes, as stated in section

3.6.1 (D), Cybersecurity Insurance is needed.

6.

Question: Is it a requirement to use the ARCDYN Microphone referenced, or would a MARC approved alternative be considered?

Answer: Please reference section

2.8.3 which permits an “approved equal”.

7.

Question: There is a requirement to time sync video with the current Data Event recorder in place onboard. Please list event recorder makes and models.

Answer: The event recorder currently onboard the six (6) HHP-8 locomotives is an Advanced Transit, Mfg. 00998.

8.

Question: What is the total of vehicles?

a. The original note stated 6 locomotives 2 cab cars.

b. Dean mentioned during the pre-bid call that MARC were looking for 1 IFC and 1 FFC per cab and there were two cabs.

c. Does that mean a total of 20 cameras?

i. 2 per loco (12)

ii. 4 per cab car (8)

Answer:

a. The total number of vehicles is six (6) electric locomotives and each locomotive has two (2) cabs.

b. Each cab requires one (1) inward facing camera, one (1) forward facing camera, and one

(1) microphone.

c. This means a total of twenty-four (24) cameras, and twelve

(12) microphones. This total does not include spares.

9.

Question: Will these installations be completed simultaneously?

d. How many vehicles will be available for installs at the same time?

Answer: Please refer to section 2.9 of the IFB.
