TO

REPLACE 258 TON CHILLER #2 WITH MAGNETIC BEARING CHILLER WITH VARIABLE-SPEED DRIVE COMPRESSORS AND VFD CONTROL SYSTEM LOCATED ALONG WITH ASSOCIATED PUMP AS AN OPTION TO REPLACE 258 TON CHILLER #1 WITH MAGNETIC BEARING CHILLER WITH VARIABLE-SPEED DRIVE COMPRESSORS AND VFD CONTROL SYSTEM LOCATED ALONG WITH ASSOCIATED PUMP LOCATED IN BUILDING 001

STATEMENT OF WORK

PROJECT LOCATION: Beltsville Agricultural Research Center (BARC), Bldg. 001, Beltsville, Maryland.

PROJECT Number: 2104443 DESCRIPTION OF WORK: Building 001 – To replace the 258 Ton York Chiller #2 with a more energy efficient Daikin Dual Compressor Magnetic Centrifugal Water Cooled 258-Ton Chiller with associated Variable Frequency Drives on the condenser water pumps, condenser relief cooling tower control. As an Option as funding permits to replace the 258 Ton York Chiller #1 with a more energy efficient Daikin Dual Compressor Magnetic Centrifugal Water Cooled 258-Ton Chiller with associated Variable Frequency Drives on the condenser water pumps, condenser relief cooling tower control.

SCOPE:

REQUIRED FOR CHILLER #2:

To replace the 258 Ton York Chiller #2 with a more energy efficient Daikin Dual Compressor Magnetic Centrifugal Water Cooled 258-Ton Chiller with associated Variable Frequency Drives on the condenser water pumps, condenser relief cooling tower control. The contractor shall provide installation of all necessary equipment, piping, piping specialties, Isolation valves, flow switches, insulation to match existing, and chiller vibration pads for a fully functional chilled water production system. The contractor shall make all the required Electrical modifications to install the Chiller #2 per current National Electric Code requirements 3-phase 460-volt sized to meet new unit MCA terminations, and overcurrent protection per the NEC. Load wiring from main electrical room will be reused to supply power to new chillers. The new pumps shall re-use the existing starters and receive new wiring from the starter to the motor. The contractor shall make sure that the refrigerant will be recovered and disposed of according to EPA regulations.

OPTIONAL AS FUNDING PERMITS FOR CHILLER #1:

To replace the 258 Ton York Chiller #1 with a more energy efficient Daikin Dual Compressor Magnetic Centrifugal Water Cooled 258-Ton Chiller with associated Variable Frequency Drives on the condenser water pumps, condenser relief cooling tower control. The contractor shall provide installation of all necessary equipment, piping, piping specialties, Isolation valves, flow switches, insulation to match existing, and chiller vibration pads for a fully functional chilled water production system. The contractor shall make all the required Electrical modifications to install the Chiller #1 per current National Electric Code requirements 3-phase 460-volt sized to meet new unit MCA terminations, and overcurrent protection per the NEC. 1. Demolition - The contractor shall provide all labor and materials to

a. Lock-out tag-out Required for chiller #2 drain the system in preparation for removing the old unit.

b. Drain the system.

c. Have Siemens "make safe" the existing BAS connections to the chiller prior to demolition.

d. Recover the refrigerant from the existing unit and dispose of according to OSHA Regulations.

e. Disassemble the chiller for replacement. The Contractor shall perform all required demolition of the existing Chiller #2 to also include but not limited to the water piping, pumps, valves, and electrical to provide the necessary connections of the new Chiller #2. This will include all required rigging to perform the contract requirements.

f. The contractor shall make sure that the refrigerant and oil will be recovered and disposed of according to EPA regulations.

OPTIONAL AS FUNDING PERMITS FOR CHILLER #1

2. Demolition - The contractor shall provide all labor and materials to

REQUIRED FOR CHILLER #2

3. Chiller Supply & Installation - The contractor shall provide all labor and materials to perform the following:

a. Supply and Install Daikin Dual Compressor Magnetic Centrifugal Water Cooled 258-Ton Chiller with the following specifications or an approved Equal by the COR recognized vendors our Carrier, Trane, York,:

i. The contractor shall supply and install all necessary equipment, piping, piping specialties, isolation valves, flow switches, insulation to match the existing type, chiller vibration pads for fully complete a fully functional chilled water distribution system

ii. 350 amps

iii. Standard single point power connection

iv. 0.025" enhanced tube wall thickness

v. 3/4" closed-cell insulation

vi. ETL & AHRI Certified

vii. Oil free centrifugal compressor

viii. Dual manifold pressure relief valve

ix. Full charge of environmentally friendly HFC R-134a refrigerant

x. High energy efficiency

xi. Short Circuit Rating: Standard (35 KA/KAIC).

xii. Magnetic bearing, oil free centrifugal compressor

xiii. Web server for remote monitoring, remote control, plus access to operational logs & software updates

xiv. ASME/ CRN Certified cleanable

xv. Connect the chillers to the existing piping disconnect points

xvi. 6” steel piping

xvii. Bolted connections

xviii. Standard: UL 262

xix. Pressure Rating: 300 psig

b. Install proper flow switches, isolation valves, piping, piping specialties, insulation & vibration pads

c. Install appropriate pumps two per chiller with the hardware listed below

i. Piping with insulation

ii. Flexes

iii. Isolation valves

d. Reconnect the Siemens Controls by a certified Siemens Tech

e. Make Safe" existing BAS connections prior to chiller demo

f. Mark BAS for removal & remaining

g. Reconnect existing points to new chiller

h. Extend hardwire from existing BAS to new chiller utilizing existing conduit

i. Provide exposed wiring in the MER in EMT

j. The contractor will integrate the existing controls methods and connections into the new chiller. Building Automation Communication System interface card shall be included with addressing. Point integration shall be performed by Siemens to provide the following points on the existing BAS front end: Chiller Start/Stop, Leaving Water Temperature, Generic Alarm Condition Feedback and Chiller Load Percentage based on the Unit Run Load Amps data.

k. The contractor shall inspect the existing field conditions of the mechanical system and the new mechanical equipment to assure that the new work will be incompliance with the current codes and guidelines for the Mechanical System and associated support equipment.

l. Provide as-built drawing.

The contractor shall provide Variable Frequency Drives on the condenser water pumps and associated high voltage and control wiring.

The contractor shall provide Variable frequency drives on the chilled water pumps and associated high voltage and control wiring.

The contractor shall provide Variable frequency drives on the cooling tower fan motors and associated high voltage and control wiring.

Energy management data logging/reporting controls capability.

The contractor shall provide Cooling tower make-up water line meter and associated power/control wiring for monitoring cooling tower water consumption.

5. Electrical - The contractor shall provide all labor and materials to modify electrical connections per the electrical requirements in accordance with the current NEC.

y. Install line/ load wiring changes as required

z. 3-phase 460 volts to meet the new magnetic bearing chiller specifications

aa. Install terminations & overcurrent protection

ab. For Chiller connect unit mounted disconnect

6. Chiller Factory start-up, balancing & training - The contractor shall provide all labor and materials to

ac. Check, test & factory start the chiller

ad. Conduct a point to point check-out

ae. Balance the water flow at the chiller for per factory requirements to achieve the optimal chilled operation

af. Provide 8 hours of operation training at the time of start-up, as part of this project

7. Warranty

ag. The contractor shall provide a 5 Year Factory Parts and labor warranty on entire unit is included except for the refrigerant.

ah. Test BAS operation & sequences.

ai. Conduct a point to point check-out.

aj. Provide hydronic system balancing & a start-up report at the chiller vessel & pumps.

ak. Balance the water flow at the chiller for per factory requirements.

Optional as Funding Permits for Chiller #1 The contractor shall provide Variable Frequency Drives on the condenser water pumps and associated high voltage and control wiring.

The contractor shall provide Variable frequency drives on the chilled water pumps and associated high voltage and control wiring.

The contractor shall provide Variable frequency drives on the cooling tower fan motors and associated high voltage and control wiring.

Certified in accordance with the AHRI Water-Cooled Water-Chilling And Heat Pump Water-Heating Packages Certification Program, which is based on AHRI Standard 550/590 (I-P) And AHRI Standard 551/591 (SI). Certified units may be found in the AHRI Directory at www.ahridirectory.org.

Environmental Product Declaration

Magnitude® chillers have Type III Environmental Product Declaration (EPD) verification in accordance with ISO 14025 to help obtain LEED certification. EPD document can be downloaded at: http://tinyurl.com/DaikinMagnitudeEPD or by scanning the QR Code.

Notes

1. Above RLA, MCA & MOCP values are per chiller; LRA values are per compressor.

2. Performance kW & kW/ton values are total values unless noted otherwise.

3. Minimum flow is based upon standard condenser water relief and not increased lift due to constant condenser water temperature.

4. The field wiring must be sized in accordance with the MCA and not the RLA as some selections may be below the minimum required protection.

5. Use only copper supply wires with ampacity based on 75°C conductor rating. Connections to terminals must be made with copper lugs and copper wire.

6. For orientation purposes, left and right-hand vessel connection locations are determined by facing the OITS panel (Operator Interface Touch Screen). The unit front is the long dimension side with the OITS panel and rear is the opposite side long dimension.

1.3 Project Coordination:

A. Construction Project Schedule:

1. The Contractor will submit a construction project schedule to the Contracting Officer for approval within 5 days after receiving the Notice to Proceed. The Contractor will not begin actual work until the construction project schedule has been approved by the Contracting Officer.

2. The construction project schedule shall clearly show estimated construction time as well as actual construction time as the work progresses. A Gantt-type chart software shall be used.

3. The Contractor shall submit one electronic copy and one paper copy of the updated construction project schedule with each progress payment request.

4. The total contract period shall be 142 calendar days from receipt of Notice to Proceed. A period of 7 calendar days shall be allotted for the submittal, review, re-submittal process. The work on-site shall be limited to one hundred and forty-two (142) calendar day period. The final inspection shall be scheduled a maximum of 135 calendar days from receipt of Notice to Proceed, leaving 7 days for punch-list remedies. The contractor shall submit a copy of his proposed schedule to the COR for approval.

B. Contract Inspector’s Daily Report:

Contractor shall submit to the Contracting Officer a daily report listing the names of all those present on the job site each day, along with their Job Classification, hours of work and a brief description of the work performed by each on that day. The Contract Inspector’s Daily Report is to be submitted at the beginning of work each day for the previous day’s work and shall be maintained throughout the term of the contract.

C. Contractor’s Contact Log (Form SF-1413):

The contractor shall provide the Contracting Officer a list of all sub-contractors in a table format listing at least the following (which apply): Company Name, Company Address, Name of Contact person(s), Telephone Numbers, Fax Numbers, and E-mail address. The Contractor shall update the list immediately when subcontractors change or are added.

D. Required Project Bi-Weekly Formal Meetings Conducted BY the Contractor: To include the Contract Officer, Contract officer Representative, Government Stakeholders as listed by the COR. The contractor will send out the invite to required parties and take minutes of the meeting and submit to the COR within 2 business after the meeting.

The contractor shall have scheduled with the Contract Officer, the COR and the Government Stake Holders to the Bi-Weekly Formal Project Meeting. All meetings shall be deemed formal if requested by the contractor, the COR, or the Contracting Officer. The Contractor shall be responsible for taking the minutes for all meetings and will have the minutes of said meeting prepared within 2 business days and an electronic copy sent to the CO, COR, Stake Holders and to all meeting attendees. The minutes will include: Date, Name of Attendees (with contact info), Old Business, and New Business subjects (or narratives). Regardless of who requests a meeting (the COR or the Contractor or the Contracting Officer) the contractor is required to provide Electronic copy pictures of the issues to be discussed. Each issue will be linked to a contract specification section number and/or subject area by page number. Issues discussed will also include an action/completion date.

1.4 SAFETY SUBMITTALS

A. Contractor shall submit a "Site Specific" Safety Plan to the Contracting Officer that describes how the contractor is to comply with all applicable OSHA standards and NFPA codes pertaining to construction work to include, but not limited to: General Safety and Health Provisions, Occupational Health and Environmental Controls, Personal Protective and Life Saving Equipment, Hand and Power Tools, Welding and Cutting, Electrical, Scaffolds, Fall Protection, Excavations, Demolition, Stairways and Ladders, Toxic and Hazardous Substances, Confined Space Entry, Lockout/Tagout, Respiratory Protection, Hearing Protection. Safety Plan shall identify Contractor and sub-contractor employees who are authorized/qualified to perform electrical work. No work shall proceed until written approval of the Safety Plan by the Contracting Officer. Safety Plan shall describe how the Contractor and/or sub-contractors are to secure equipment, supplies, tools, and chemical products. Contractor and/or sub-contractor equipment, supplies, tools, and chemical products are to be under the control of the Contractor at all times, equipment, supplies tools, and chemical products found not to be under the control of the Contractor or sub-contractor may be confiscated and delivered to the Contracting Officer. COVID-19 Requirements: COVID-19 Memo, COVID-19 Pandemic Plan, Employee List, Visitor Contractor Wellness Check Form and Travel Guidelines for Maryland.

B. The Contractor shall inspect the entire construction site daily, including days without construction work if there are NFPA 101 Life Safety Code deficiencies existing while construction work is shut down, the results of that inspection shall be documented on the attachment “DAILY INSPECTION FORM”, and the form is to be signed and submitted to the Contracting Officer.

C. Contractor shall provide continuous monitoring for noise, dust, chemical vapor generation, volatile organic compounds, and vibration. At no time, shall noise exposure to any ARS staff exceed 75 dB. Contractor shall provide to the Contracting Officer a written weekly update of the all test results and for proposed work for the subsequent two weeks (a two week “look-ahead”) involving any construction activity that will produce loud noises, heavy vibrations, strong smells, or significant dust inside ARS staff occupied space.

D. Contractor and sub-contractors shall notify in writing the Contracting Officer at least one week prior to executing high risk work (this may be included in the two week “look-ahead” update). High risk work includes, but is not limited to, tasks requiring Lockout/Tag Out, live electrical work, hot work, work at heights, trenching/ shoring, crane operations, and confined space entry. Contractor’s Competent Person shall provide the Contracting Officer written weekly documented safety inspection results.

E. Contractor shall provide to the Contracting Officer for approval, copies of Material Safety Data Sheets (MSDS) for EVERY CHEMICAL WITHOUT EXCEPTION prior to bringing such chemical on the work site.

F. HOT WORK PERMITS: The Contractor will not be permitted to work without this permit when performing hot work.

1. A Hot Work Permit is required when cutting torch, welding, soldering and/or any other spark or heat producing equipment is to be used. A Hot Work Permit will be requested at least one work day in advance of the proposed work and will be issued only for the period necessary to perform such work. See Attachment: “Hot Work Permit”

1.5 construction security requiremenets

A.Security Plan:
1.The security plan defines both physical and administrative security procedures that will remain effective for the entire duration of the project.
2.The General Contractor is responsible for assuring that all sub-contractors working on the project and their employees also comply with these regulations.
B.Contractor Personnel
1.Upon receipt of the Notice to Proceed, the Contractor shall provide information about every employee including that of all sub-contractors who will need access to construction site. Completion of the attached forms, additionally Form SF-87 fingerprint cards (2 sets), and successful completion of the background investigation are required before Contractor staff may enter the work site. Not more than 21 (twenty-one) calendar days will be required for the Government to complete background investigations after the Government receives all necessary information for each employee. No contract time extension will be granted based on failure of the Contractor to provide complete, accurate and timely information to the Government. All background investigation information shall be provided directly to:

2.Every employee of the Contractor or sub-contractor shall go through a security screening to determine their suitability for access to ARS facilities.
a.Conviction of tax evasion may disqualify a person for working on an ARS construction project.
b.Act of violence; arrest for firearms; illegal alien status or any felony conviction or possession of explosives will disqualify any person for working on any ARS construction project.
3.Each employee shall be furnished with a badge by the Government for access to construction site. This badge must be worn to be clearly visible at all times while on the work site.
C.Security Procedures:
1.Contractor’s employees shall not enter the project site without appropriate badges. They may also be subject to inspection of their personal effects when entering or leaving the project site.
2.For working outside the “regular hours” as defined in the contract, The Contractor shall give a ten (10) day notice to the Contracting Officer so that security arrangements can be provided for the employees. This notice is separate from any notices required for utility shutdown described later in this section.
3.No photography of ARS premises is allowed without written permission of the Contracting Officer.
4.ARS reserves the right to close down or shut down the project site and order the Contractor’s employees off the premises in the event of a national emergency or Government shutdown. The Contractor may return to the site only with the written approval of the Contracting Officer.
D.Key Control:
1.The Contractor shall provide duplicate keys and lock combinations to the Contracting Officer for the purpose of security inspections of every area of project including tool boxes and parked machines and take any emergency action.

E. Document Control:

1.The Contractor is responsible for safekeeping of all drawings, project manuals and other project information. This information shall be shared only with those with a specific need to accomplish the project.
2.These documents shall not be removed or transmitted from the project site without the written approval of Contracting Officer.
3.All paper waste or electronic media such as CD’s and diskettes shall be shredded and destroyed in a manner acceptable to the ARS.
F.Motor Vehicle Restrictions
1.Vehicle authorization request shall be required for any vehicle entering the site and such request shall be submitted 24 hours before the date and time of access. Access shall be restricted to picking up and dropping off materials and supplies and Contractor must be on site to receive all deliveries.
2.Separate permits shall be issued for Contractor and its employees for parking in designated areas only.

B. Fire Safety Plan: Establish and maintain a fire protection program in accordance with 29 CFR 1926. Prior to start of work, prepare a plan detailing project-specific fire safety measures, including periodic status reports, and submit to the Contracting Officer for review for compliance with contract requirements. Prior to any worker for the contractor or subcontractors beginning work, they shall undergo a safety briefing provided by the contractor’s competent person per OSHA requirements. This briefing shall include information on the construction limits, ARS safety guidelines, means of egress, break areas, work hours, locations of restrooms, use of ARS equipment, etc. Documentation shall be provided to the Contracting Officer that individuals have undergone contractor’s safety briefing.

C.Site and Building Access: Maintain free and unobstructed access to facility emergency services and for fire, police and other emergency response forces in accordance with NFPA 241.
D.Separate temporary facilities, such as trailers, storage sheds, and dumpsters, from existing buildings and new construction by distances in accordance with NFPA 241. For small facilities with less than 20 feet exposing overall length, separate by 10 feet.
E.Temporary Construction Partitions:
1.Install and maintain temporary construction partitions to provide smoke-tight separations between construction areas and adjoining areas. Construct partitions of gypsum board or treated plywood (flame spread rating of 25 or less in accordance with ASTM E84) on both sides of fire retardant treated wood or metal steel studs.
F.Temporary Heating and Electrical: Install, use and maintain installations in accordance with 29 CFR 1926, NFPA 241 and NFPA 70.
G.Means of Egress: Do not block exiting for occupied buildings, including paths from exits to roads. Minimize disruptions and coordinate with Contracting Officer.
H.Egress Routes for Construction Workers: Maintain free and unobstructed egress. Inspect daily. Report findings and corrective actions weekly to the Contracting Officer.
I.Fire Extinguishers: Provide and maintain extinguishers in construction areas and temporary storage areas in accordance with 29 CFR 1926, NFPA 241 and NFPA 10.
J.Flammable and Combustible Liquids: Store, dispense and use liquids in accordance with 29 CFR 1926, NFPA 241 and NFPA 30.
K.Existing Fire Protection: Do not impair automatic sprinklers, smoke and heat detection, and fire alarm systems, except for portions immediately under construction, and temporarily for connections. Provide fire watch for impairments more than 4 hours in a 24-hour period. Request interruptions in accordance with Article, OPERATIONS AND STORAGE AREAS, and coordinate with the Contracting Officer. All existing or temporary fire protection systems (fire alarms, sprinklers) located in construction areas shall be tested as coordinated with the Contracting Officer. Parameters for the testing and results of any tests performed shall be recorded by the General Contractor and copies provided to the Contracting Officer.
L.Smoke Detectors: Prevent accidental operation. Remove temporary covers at end of work operations each day. Coordinate with the Contracting Officer.
M.Hot Work: Perform and safeguard hot work operations in accordance with NFPA 241 and NFPA 51B. Coordinate with the Contracting Officer. Designate contractor's responsible project-site fire prevention program manager to coordinate permit hot work.
N.Fire Hazard Prevention and Safety Inspections: Inspect entire construction area weekly. Coordinate with, and report findings and corrective actions weekly to the Contracting Officer.
O.Smoking: Smoking is prohibited in and adjacent to construction areas inside existing buildings and additions under construction. In separate and detached buildings under construction, smoking is prohibited except in designated smoking rest areas.
P.Dispose of waste and debris in accordance with NFPA 241. Remove from buildings daily.
Q.Perform other construction, alteration and demolition operations in accordance with 29 CFR 1926.

1.7 OPERATIONS AND STORAGE AREAS

A.The Contractor shall confine all operations (including storage of materials) on Government premises to areas authorized or approved by the Contracting Officer. The Contractor shall hold and save the Government, its officers and agents, free and harmless from liability of any nature occasioned by the Contractor's performance.
B.Temporary buildings (e.g., storage sheds, shops, offices) and utilities may be erected by the Contractor only with the approval of the Contracting Officer and shall be built with labor and materials furnished by the Contractor without expense to the Government. The temporary buildings and utilities shall remain the property of the Contractor and shall be removed by the Contractor at its expense upon completion of the work. With the written consent of the Contracting Officer, the buildings and utilities may be abandoned and need not be removed.
C.The Contractor shall, under regulations prescribed by the Contracting Officer, use only established roadways, or use temporary roadways constructed by the Contractor when and as authorized by the Contracting Officer. When materials are transported in prosecuting the work, vehicles shall not be loaded beyond the loading capacity recommended by the manufacturer of the vehicle or prescribed by any Federal, State, or local law or regulation. When it is necessary to cross curbs or sidewalks, the Contractor shall protect them from damage. The Contractor shall repair or pay for the repair of any damaged curbs, sidewalks, or roads.
D.Working space and space available for storing materials shall be as determined by the Contracting Officer.
E.Workers are subject to rules of the Location applicable to their conduct which shall be provided by the Contracting Officer.
F.Execute work so as to interfere as little as possible with normal functioning of Location as a whole, including operations of utility services, fire protection systems and any existing equipment, and with work being done by others. Use of equipment and tools that transmit vibrations and noises through the building structure, are not permitted in buildings that are occupied during construction except as permitted by the Contracting Officer where required by limited working space.
1.Do not store materials and equipment in other than assigned areas.
2.Schedule delivery of materials and equipment to immediate construction working areas within buildings in use by the ARS in quantities sufficient for not more than two work days.
3.Where access by ARS personnel to vacated portions of buildings is not required, storage of Contractor's materials and equipment may be permitted subject to fire and safety requirements.
G.Contractor shall take all measures and provide all material necessary for protecting existing equipment and property in affected areas of construction against dust and debris, so that equipment and affected areas to be used in the ARS operations will not be hindered. Contractor shall permit access to ARS personnel through construction areas which serve as routes of access to such affected areas and equipment. Coordinate alteration work in areas occupied by ARS so that operations will continue during the construction period.
H.When a building is turned over to Contractor, Contractor shall accept entire responsibility therefore until contract completion.
1.Contractor shall maintain in operating condition existing fire protection and alarm equipment. In connection with fire alarm equipment, Contractor shall make arrangements for preinspection of site with Fire Department which will be required to respond to an alarm from Contractor's employee or watchman.
I.Utilities Services: Maintain existing utility services for ARS at all times. Provide temporary facilities, labor, materials, equipment, connections, and utilities to assure uninterrupted services. Where necessary to cut existing water, steam, gases, sewer or air pipes, or conduits, wires, cables, etc. of utility services or of fire protection systems and communications systems (including telephone), they shall be cut and capped at suitable places where shown; or, in absence of such indication, where directed by the Contracting Officer.
1.No utility service such as water, gas, steam, sewers or electricity, or fire protection systems and communications systems may be interrupted without prior written approval of the Contracting Officer. Electrical work shall be accomplished with all affected circuits or equipment de-energized. When an electrical outage cannot be accomplished, work on any energized circuits or equipment shall not commence without the Contracting Officer’s prior knowledge and written approval.
2.Contractor shall submit a request to interrupt any such services to the Contracting Officer, in writing, Two weeks advanced notice and again 48 hours in advance of proposed interruption. Request shall state reason, date, exact time of, and approximate duration of such interruption.
3.Contractor will be advised (in writing) of approval of request, or of which other date and/or time such interruption will cause least inconvenience to operations of ARS. Interruption time approved by ARS may occur at other than Contractor's normal working hours.
4.Major interruptions of any system must be requested, in writing, at least 21 calendar days prior to the desired time and shall be performed as directed by the Contracting Officer. It is the Contractor's responsibility to develop a work plan and schedule detailing, at a minimum, the procedures to be employed, the equipment and materials to be used, the mitigating life safety measures to be used during the work, and a schedule defining the duration of the work with milestone subtasks.
5.In case of a contract construction emergency, service will be interrupted on approval of the Contracting Officer. Such approval will be confirmed in writing as soon as practical.
6.Whenever it is required that a connection fee be paid to a public utility provider for new permanent service to the construction project, for such items as water, sewer, electricity, gas or steam, payment of such fee shall be the responsibility of the Government and not the Contractor.
J.To minimize interference of construction activities with flow of ARS traffic, comply with the following:
1.Keep roads, walks and entrances to grounds, to parking and to occupied areas of buildings clear of construction materials, debris and standing construction equipment and vehicles.
2.Method and scheduling of required cutting, altering and removal of existing roads; walks and entrances must be approved by the Contracting Officer.
K.Coordinate the work for this contract with other construction operations as directed by Contracting Officer. This includes the scheduling of traffic and the use of roadways, as specified in Article, USE OF ROADWAYS.

1.8 ALTERATIONS

A.Survey: Before any work is started, the Contractor shall make a thorough survey with the Contracting Officer, of areas of the building in which alterations occur and areas which are anticipated routes of access, and furnish a report, signed, to the Contracting Officer.
1.Shall note any discrepancies between drawings and existing conditions at site.
2.Shall designate areas for working space, materials storage and routes of access to areas within buildings where alterations occur and which have been agreed upon by Contractor and Contracting Officer.
B.Any items required by drawings to be either reused or relocated or both, found during this survey to be nonexistent, or in opinion of Contracting Officer, to be in such condition that their use is impossible or impractical, shall be furnished and/or replaced by Contractor with new items in accordance with specifications which will be furnished by Government. Provided the contract work is changed by reason of this subparagraph B, the contract will be modified accordingly, under provisions of clause entitled "DIFFERING SITE CONDITIONS" (FAR 52.2362).
C.ReSurvey: Thirty days before expected partial or final inspection date, the Contractor and Contracting Officer together shall make a thorough resurvey of the areas of building.
1.Resurvey report shall list any damage caused by Contractor and will form basis for determining extent of repair work required of Contractor to restore damage caused by Contractor's workers in executing work of this contract.
D.Protection: Provide the following protective measures:
1.Wherever existing roof surfaces are disturbed they shall be protected against water infiltration. In case of leaks, they shall be repaired immediately upon discovery.
2.Temporary protection against damage for portions of existing structures and grounds where work is to be done, materials handled and equipment moved and/or relocated.
3.Protection of interior of existing structures at all times, from damage, dust and weather inclemency. Wherever work is performed, floor surfaces that are to remain in place shall be adequately protected prior to starting work, and this protection shall be maintained intact until all work in the area is completed.
E.Final Cleanup:
1.Upon completion of project, or as work progresses, remove all construction debris from above ceiling, vertical shafts and utility chases that have been part of the construction.

1.9 DISPOSAL AND RETENTION

A.Materials and equipment accruing from work removed and from demolition of buildings or structures, or parts thereof, shall be disposed of as follows:
1.Items that remain property of the Government shall be removed or dislodged from present locations in such a manner as to prevent damage which would be detrimental to reinstallation and reuse. Store such items where directed by Contracting Officer.
2.Items not reserved shall become property of the Contractor and be removed by Contractor from ARS property.
3.Items of portable equipment and furnishings located in rooms and spaces in which work is to be done under this contract shall remain the property of the Government. When rooms and spaces are vacated by the ARS during the alteration period, such items which are NOT required by drawings and specifications to be either relocated or reused will be removed by the Government in advance of work to avoid interfering with Contractor's operation.

1.10 PROTECTION OF EXISTING VEGETATION, STRUCTURES, EQUIPMENT, UTILITIES, AND IMPROVEMENTS

A.The Contractor shall preserve and protect all structures, equipment, and vegetation (such as trees, shrubs, and grass) on or adjacent to the work site, which is not to be removed and which does not unreasonably interfere with the work required under this contract. The Contractor shall only remove trees when specifically authorized to do so, and shall avoid damaging vegetation that will remain in place. If any limbs or branches of trees are broken during contract performance, or by the careless operation of equipment, or by workers, the Contractor shall trim those limbs or branches with a clean cut and paint the cut with a treepruning compound as directed by the Contracting Officer.
B.The Contractor shall protect from damage all existing improvements and utilities at or near the work site and on adjacent property of a third party, the locations of which are made known to or should be known by the Contractor. The Contractor shall repair any damage to those facilities, including those that are the property of a third party, resulting from failure to comply with the requirements of this contract or failure to exercise reasonable care in performing the work. If the Contractor fails or refuses to repair the damage promptly, the Contracting Officer may have the necessary work performed and charge the cost to the Contractor.

1.11 RESTORATION

A.Remove, cut, alter, replace, patch and repair existing work as necessary to install new work. Except as otherwise shown or specified, do not cut, alter or remove any structural work, and do not disturb any ducts, plumbing, steam, gas, or electric work without approval of the Contracting Officer. Existing work to be altered or extended and that is found to be defective in any way, shall be reported to the Contracting Officer before it is disturbed. Materials and workmanship used in restoring work shall conform in type and quality to that of original existing construction, except as otherwise shown or specified.
B.Upon completion of contract, deliver work complete and undamaged. Existing work (walls, ceilings, partitions, floors, mechanical and electrical work, lawns, paving, roads, walks, etc.) disturbed or removed as a result of performing required new work, shall be patched, repaired, reinstalled, or replaced with new work, and refinished and left in as good condition as existed before commencing work.
C.At Contractor's own expense, Contractor shall immediately restore to service and repair any damage caused by Contractor's workers to existing piping and conduits, wires, cables, etc., of utility services or of fire protection systems and communications systems (including telephone) which are indicated on drawings and which are not scheduled for discontinuance or abandonment.
D.Expense of repairs to such utilities and systems not shown on drawings or locations of which are unknown will be covered by adjustment to contract time and price in accordance with clause entitled "CHANGES" (FAR 52.2434) and "DIFFERING SITE CONDITIONS" (FAR 52.2362).

1.12 LAYOUT OF WORK
