Questions and Answers #1
1. RFP Section L.3 item b. Experience/Qualifications (RFP page 43) – Staff
Experience/Qualifications: The first paragraph of this section requires “information on staff experience/qualifications including subcontractor experience/qualifications, and key personnel (see Section C.2.7 Key Personnel).”
Question: There is no Section C.2.7 in the solicitation. Section C – Description/Specs/Work Statement (page 6) only has sections C.1, Description of Work and C.2.1 - C.2.3. Please provide the balance of Section C including C.2.7, Key Personnel.
Answer: See revised section C.
2. RFP Section L.3 item b. Experience/Qualifications (RFP page 43) – Biobased Products: The second paragraph of this section requires “identify the biobased products to be purchased and used under this minor construction contract (See Section C.3 BioPreferred requirements and L.3 Conformance with Environmental Management Systems).
Question: There is no Section C.3 in the solicitation. Please provide.
Answer: See revised section C.
3. RFP Section L.3 item b. Experience/Qualifications (RFP page 43) – The third paragraph of this section requires “The offeror shall document prior experience in specifying, purchasing, using, and installing biobased products. The offer shall provide a list for all relevant contracts over the past two years involving the specification, purchase, and/or use of biobased products.
The offeror shall include a list of the biobased products specified, purchased, used, and installed.”
Question: Please clarify how this section is applicable to replacement of the USDA specified Daikin Dual Compressor Magnetic Centrifugal Water Cooled 258-ton chiller.
Answer: Federal Acquisition Regulation and Presidential Executive Orders require the purchasing of biobased products by federal agencies. Federal contractors are also required to purchase biobased products per the Federal Acquisition Regulation including the clause
52.223-2, Affirmative Procurement of Biobased Products under Service and Construction Contracts.
4. Re RFP Section M – Criteria for Evaluating Proposals (RFP page 48): Factor 2-Technical includes Sub-Factor 2.1 – Technical Narrative Approach and Sub-Factor 2.4 Schedule.
Question: RFP Section L Instructions for the Preparation of Proposals has no requirements for a Technical Narrative or Schedule. Please provide requirements.
Answer: See revised Section L
5. Re RFP Section M – Criteria for Evaluating Proposals (RFP page 48): Factor 2-Technical includes Sub-Factor 2.3 – Key Personnel (Site Superintendent)
Question: Is the Site Superintendent the only Key Personnel required? Note this question regarding key personnel is raised in our Question #1 above. Please advise.
Answer: Yes
