About this file

This document is an addendum containing responses to bidder questions for the City of Janesville's Janesville Transit System AVL/GPS Based Real-Time Passenger Information System (RFP JTS-2019-RFP-01). The project seeks an AVL/GPS-based real-time passenger information and annunciation system for the transit agency. Key specifications include mobile data terminals (MDTs) that are drop-resistant, vibration-resistant, atmosphere-certified, and IP67-certified, with consideration given to alternatives meeting equivalent durability standards. On-board visual displays should meet a minimum size of 20"x11.5" and be mounted behind the driver seat near the IT cabinet. The system requires cloud-based architecture with remote support capabilities, integration with existing Hanover destination signs, and implementation of on-board Wi-Fi routers. One outdoor public display is anticipated as an optional offering. The City indicated no specific geographical restrictions for vendors, allowing international participation and offshore work completion.

Pricing considerations focus on overall best value and full project cost, with lower annual recurring costs viewed favorably compared to upfront capital expenses. The City does not currently have updated fareboxes, automated passenger counting systems, or other optional integrations in place; therefore, vendors should include full installation costs for any proposed optional features. Funding was approved through the 2018 capital improvement plan. The City is open to vendor recommendations regarding best practices for hardware specifications and implementation approaches. No specific budget amount was disclosed in this addendum. Proposal submission should follow instructions detailed in the RFP document itself.

City of Janesville, Janesville Transit System AVL/GPS Based Real-Time Passenger Information System

JTS-2019-RFP-01

Addendum 1: Responses to Questions 7-11-19

Please find below the questions received and the responses.

Whether companies from Outside USA can apply for this? (like, from India or Canada ) There is no geographical preference stated in this RFP.

We are an offshore company located in Dubai , UAE. So is it possible to accept us as one of the tenders vendor.! (is this is a public tender?)

There is no geographical preference stated in this RFP. Janesville Transit System is a division of the City of Janesville, a public, local government agency.

Whether we need to come over there for meetings?

Being present at various times for in-person meetings is ideal; discuss in detail how your company would complete the work without in-person meetings should that be your proposed approach.

Can we perform the tasks (related to RFP) outside USA? (like, from India or Canada) There is no geographical requirement for the completion of the work stated in this RFP.

Can we submit the proposals via email?

Please see the proposal submittal instructions within the RFP document.

Quick question does the City of Janesville pay for the Transit portion as well?

Janesville Transit is a division of the City of Janesville.

We have one question regarding the JTS- 2019- RFP-01: On page 19 in Section V.L.14, it states that the MDT shall be dro resistant, vibration resistant, atmosphere certified, and MIL-STD-810G and IP67 certified. Would you accept an MDT that fit these requirements and was proven to be equally as durable as this hardware, but was not MIL-STD-810G certified?

We are open to considering alternatives; please provide the details of your alternative as part of your response.

Are there existing on board visual monitors displaying stops inside the bus right now? if so, what monitors are on the bus and would you like us to integrate with these?

No.

What size monitors are preferred for the on board visual displays?

Minimum size would be 20”x11.5”, but are open to suggested best practices.

JTS-2019-RFP-01

Where would you like these monitors mounted in the vehicles?

We would anticipate the monitors be mounted behind the driver seat; street side; near the IT cabinet, but are open to suggested best practices.

Do you have a preferred vendor for these on board visual displays?

No.

Would you like the outdoor public displays shown as an optional item in the pricing or a requirement?

Installing outdoor public displays is not a requirement of this project; if your company offers outdoor public displays, please list the pricing as an optional item.

How many outdoor displays need to be provided for this system and is there a preferred size display that should be used?

We would anticipate starting with one outdoor display. We are open to sizing options.

Does the City of Janesville have a specific budget for this system?

Funding for the project was approved as part of the 2018 capital improvement plan: https://janesville.granicus.com/MetaViewer.php?view_id=5&clip_id=1757&meta_id =62287

For pricing would the City Of Janesville be more interested in a heavier upfront capital cost or heavier annual recurring cost?

Overall best value and overall full cost of the project will be considered, including upfront and ongoing/annual costs. Lower annual costs would be considered positive.

Q1. In Section V.C.1 page 14, the word "Integration" is used for the public Wi-Fi.

Just for clarification, is there a specific integration requested or is it meant to add on board Wi-Fi routers?

We would like to know your options for implementing public wifi on board the buses. We do not have a specific integration in mind.

Q2. In the optional Integrations section, for items such as the destination signs and fareboxes, is it expected that we will provide the hardware and integration or only integrate with existing hardware on board? If the latter, can you provide a list of make and models of the hardware expected to integrate with?

Our buses will have brand new Hanover destination signs already in place. We do not have updated fareboxes, automated passenger counting or any of the other optional integrations listed in the RFP. Should your company offer any integrations, please include the full cost to install them on board (hardware, software, etc.).

JTS-2019-RFP-01

Q3. Is there currently a farebox solution or is it requested from us to propose one? And if we are expected to provide one does it also include ticket sales?

We do not currently have an updated farebox solution; if you offer an integrated farebox solution, please include the full cost to install (hardware, software, etc.). Ticket sales would need to be part of the solution.

Q4. Do you require on ground support or just remote support?

Remote support would be sufficient; however, ground support may be needed at the time of initial installation.

Q5. Do you need us to provide the agreements with the data service providers (ISPs)?

We would look to discuss agreements with the proposer, but ultimately any ISP provider agreements would between the ISP and the City of Janesville.

Q6. Are the busses equipped with speakers for the announcement or is it expected that we provide speakers?

Janesville buses include a speaker network that can be tapped into for this project.

Q7. Do you require you solution to be cloud or on-premises or both?

Cloud-based is our preference due to the ability to access the system from any location.

Q8. Is there a Budget allocated that you can disclose?

Funding for the project was approved as part of the 2018 capital improvement plan: https://janesville.granicus.com/MetaViewer.php?view_id=5&clip_id=1757&meta_id =62287
