About this file

This is a City Council Resolution adopted by the Mayor and Council of the City of Tucson, Arizona, on August 7, 2024, approving a grant agreement with the Federal Highway Administration (FHWA) under the Reconnecting Communities Pilot (RCP) Program. The resolution authorizes the City Manager to execute the grant award acceptance and related documentation necessary to implement the Nebraska Street Bike & Pedestrian Bridge Project and Airport Wash Greenway Connection across Interstate 19 (I-19). The City of Tucson is soliciting professional design, engineering, and public engagement services from a multi-disciplinary consultant team to develop comprehensive design concepts, prepare preliminary and final design plans, and conduct public engagement activities. Key project deliverables include determining bridge alignment, design type and materials, expanding the existing path network with fully accessible sidewalks and enhanced bicycle lanes, integrating native landscaping and public art, and preparing environmental clearance documents in accordance with ADOT/FHWA requirements. A pre-submittal conference is scheduled for November 5, 2025, at 10:00 am Arizona time, with statements of qualifications due on November 18, 2025, at 2:00 pm local Arizona time.

The project has a total budget of $1,125,000, comprising $900,000 in federal funding through the USDOT Reconnecting Communities Pilot Planning Grant and $225,000 in non-federal matching funds provided by the City of Tucson. The procurement includes a 1% Small Business Enterprise (SBE) participation goal, requiring contractors to submit detailed documentation demonstrating good faith efforts to include small and minority businesses. All SBE subcontractors with contracts valued at $5,000 or more must be listed in a Proposed SBE Plan. The City of Tucson may impose penalties for non-compliance, including withholding payments, contract termination, or disqualification from future bidding. The resolution declares an emergency and becomes effective immediately upon adoption to facilitate timely project implementation aligned with local equity and environmental justice goals for improving multimodal transportation infrastructure.
