About this file

This file contains certification forms issued by the Kenton County Airport Board (KCAB) for the RFP #25-015-RFP seeking vendors to supply promotional items for Cincinnati/Northern Kentucky International Airport (CVG). The procurement encompasses over 50 promotional items including lanyards, pens, socks, tumblers, backpacks, water bottles, shirts, and stress relievers, with estimated quantities ranging from 12 to 10,000 units per item. The deadline for submitting questions is March 6, 2025 at 11:59 pm, with answers posted by March 13, 2025 at 11:59 pm, and proposals must be submitted by March 20, 2025 at 2:00 pm through the OpenGov Procurement portal. The initial contract term runs from April 10, 2025 to April 9, 2027, with the option to renew for two additional one-year periods.

The certification forms establish Kentucky resident bidder preference requirements, which provide Kentucky-based vendors with preference equal to that given by non-resident bidders' home states, with ties favoring Kentucky residents. To qualify as a Kentucky resident bidder, vendors must be authorized to transact business in Kentucky and demonstrate during the one-year period prior to bid advertisement that they filed Kentucky Corporate Income Taxes, made payments to the Kentucky Unemployment Insurance Fund, and maintained a Kentucky Workers Compensation Policy. Non-resident bidders must complete an alternative certification identifying their home states and the preferences available in those jurisdictions. All proposals must include comprehensive documentation such as cover letters, qualifications, experience, and insurance certificates, with evaluation using a 100-point system weighting lead time, pricing, proposer experience, product value, and product variety/quality equally at 20 points each.

KENTON COUNTY AIRPORT BOARD

CERTIFICATION AS TO KENTUCKY RESIDENT STATUS

1. Kentucky law provides that a Kentucky resident Bidder shall be given a preference against a nonresident Bidder equal to the preference given or required by the state of the nonresident Bidder, unless such preference conflicts with federal law. In addition, if a procurement determination results in a tie between a Kentucky resident Bidder and a non-resident Bidder, preference shall be given to the Kentucky resident Bidder.

2. Do not sign and submit this certification unless you meet each of the requirements set forth below under Sections 3(a) and (b) below. If a Bidder does not meet the requirements set forth below under Sections 3(a) and (b) the Bidder must furnish a Certification as to Non-Resident Status contained within this solicitation.

Prior to an award to a Kentucky resident Bidder, KCAB may require the Bidder to furnish proof satisfactory to KCAB that the Bidder meets each of the requirements set forth in (a) and (b) above.

Failure to timely submit such proof upon KCAB’s request may result in the lack of a preference being applied.
