About this file

The documents are Certification as to Kentucky Resident Status and Non-Resident Status forms issued by the Kenton County Airport Board (KCAB) for a promotional items procurement opportunity. These forms are designed to establish bidder eligibility and provide preferential treatment for Kentucky-based businesses, requiring bidders to certify their state residency status and compliance with specific state business requirements. For Kentucky resident bidders, the documentation mandates that companies must be authorized to transact business in the Commonwealth, have filed Kentucky Corporate Income Taxes, made payments to the Kentucky Unemployment Insurance Fund, and maintained a Kentucky Workers Compensation Policy during the year prior to the bid advertisement.

The procurement opportunity involves selecting a vendor to supply promotional items for Cincinnati/Northern Kentucky International Airport, with key dates including a March 6, 2025 deadline for questions, March 13, 2025 for posting answers, and a proposal submission deadline of March 20, 2025 at 2:00 pm. The Request for Proposal (RFP) aims to establish a contract with a vendor capable of delivering high-quality, cost-effective promotional products with a diverse selection and short lead times. The residency certification process allows Kentucky-based businesses potential preference in the bidding process, including potential tiebreaker advantages and equal preferential treatment compared to non-resident bidders' home state procurement policies.

KENTON COUNTY AIRPORT BOARD

CERTIFICATION AS TO KENTUCKY RESIDENT STATUS

1. Kentucky law provides that a Kentucky resident Bidder shall be given a preference against a nonresident Bidder equal to the preference given or required by the state of the nonresident Bidder, unless such preference conflicts with federal law. In addition, if a procurement determination results in a tie between a Kentucky resident Bidder and a non-resident Bidder, preference shall be given to the Kentucky resident Bidder.

If a Bidder does not meet the requirements set forth below under Sections 3(a) and (b) the Bidder must furnish a Certification as to Non-Resident Status contained within this solicitation.

Prior to an award to a Kentucky resident Bidder, KCAB may require the Bidder to furnish proof satisfactory to KCAB that the Bidder meets each of the requirements set forth in (a) and (b) above.
