About this file
This file contains resident and non-resident bidder affidavits for the Kenton County Airport Board (KCAB) procurement for Information Technology Equipment & Commodity Software. The certification documents establish Kentucky residency preferences for bidding on this opportunity. Questions regarding the solicitation are due by 11:59 pm on Monday, June 1, 2026, with answers posted no later than Thursday, June 4, 2026 at 11:59 pm. Proposals must be received by Thursday, June 11, 2026 at 2:00 pm, with no proposals accepted after that deadline unless extended by KCAB addendum.
Kentucky resident bidders receive a preference equal to the preference given by the non-resident bidder's home state, with Kentucky resident bidders also receiving preference in tie situations. To qualify as a Kentucky resident bidder, the bidder must be authorized to transact business in the Commonwealth and must have filed Kentucky Corporate Income Taxes, made payments to the Kentucky Unemployment Insurance Fund, and maintained a Kentucky Workers Compensation Policy during the one-year period prior to and through the advertisement date. Non-resident bidders must identify each state in which they qualify as a resident for preference purposes and list the preference given or required by each such state. KCAB may require bidders to furnish proof of resident status prior to award, and failure to timely submit requested proof may result in the loss of any applicable preference.

KENTON COUNTY AIRPORT BOARD
CERTIFICATION AS TO KENTUCKY RESIDENT STATUS
1. Kentucky law provides that a Kentucky resident Bidder shall be given a preference against a nonresident Bidder equal to the preference given or required by the state of the nonresident Bidder, unless such preference conflicts with federal law. In addition, if a procurement determination results in a tie between a Kentucky resident Bidder and a non-resident Bidder, preference shall be given to the Kentucky resident Bidder.

Do not sign and submit this certification unless you meet each of the requirements set forth below under Sections 3(a) and (b) below. If a Bidder does not meet the requirements set forth below under Sections 3(a) and (b) the Bidder must furnish a Certification as to Non-Resident Status contained within this solicitation.

Prior to an award to a Kentucky resident Bidder, KCAB may require the Bidder to furnish proof satisfactory to KCAB that the Bidder meets each of the requirements set forth in (a) and (b) above.
Failure to timely submit such proof upon KCAB’s request may result in the lack of a preference being applied.
