About this file
This is a Requirements document for subsistence delivery outlining delivery schedules, specifications, and operational requirements for the Federal Bureau of Prisons, Federal Transfer Center in Oklahoma City. The solicitation (15B51326Q00000011) seeks qualified vendors to supply dairy, meats, general subsistence, and kosher food products for the first quarter of fiscal year 2027. All items must be delivered between October 1, 2026, and October 30, 2026, with deliveries accepted Monday through Friday from 8:00 am to 2:00 pm, excluding federal holidays. This is a 100% small business set-aside with a NAICS code 311999 (size standard: 500 employees maximum) under firm-fixed-price contract terms. Awards will be determined based on price for responsible offerors whose offers conform to the solicitation, with past performance weighted approximately equal to price in the evaluation.
Vendors must comply with strict temperature and quality specifications: non-frozen perishable foods must arrive between 34-40 degrees Fahrenheit, and all frozen foods at 0 degrees Fahrenheit or below. All deliveries must be palletized and suitable for offload onto a 4-foot elevated unloading dock. Any products showing signs of prior thawing will be refused. Non-conforming items must be picked up by the vendor within two weeks at their expense or will be disposed of. Failure to meet delivery schedules or specifications will result in contract cancellation and indefinite removal from future awards. Payments for awards at or below $15,000 will be made via Government Purchase Card; awards exceeding $15,000 will be issued as purchase orders payable by electronic funds transfer. The solicitation will be posted to sam.gov on or about August 14, 2026, with all future communications and amendments distributed solely through that platform.
