About this file

This is a Requirements document that establishes delivery and product specifications for a meat supply contract with the Federal Bureau of Prisons, Federal Correctional Institution El Reno in Oklahoma. All meat items must be delivered by April 15, 2026, with deliveries accepted Monday through Friday between 7:00 am and 2:00 pm, excluding federal holidays. The delivery vehicle must be capable of offloading onto a 4-foot elevated unloading dock, and all items must arrive palletized. Non-frozen perishable foods must maintain temperatures between 34-40 degrees Fahrenheit, while frozen foods must be delivered at 0 degrees Fahrenheit or below. Any products showing evidence of prior thawing will be rejected.

The government will conduct rigorous inspections of all delivered items, with testing that may include thawing and cooking to verify specification compliance. Non-conforming items that are conditionally received must be picked up by the vendor within two weeks of notification at the vendor's expense; any refused product not retrieved within this timeframe will be disposed of by the facility. Vendors failing to meet delivery schedules or product specifications will be permanently removed from future awards. This is a 100% small business set-aside solicitation (NAICS 311812, size standard 500 employees maximum) with firm-fixed pricing, and past performance will be weighted approximately equally with price in the award decision.
