| Requirements - C4IAS Multi-Function Devices (MFD) |
| Background Information |
| The United States Special Operations Command (USSOCOM) is a decentralized organization made up of 12 Subordinate Commands with Units at over 50 different sites around the world. The Special Operations Forces, Acquisitions Technology and Logistics (SOF AT&L) Directorate executes funds on behalf of the Subordinate Commands. SOF AT&L has many Procurement Programs. This Request for Quote (RFQ) is for the Command, Control, Communication, and Computers, Information Automation Systems (C4IAS) Program which is responsible for purchasing end user devices to the Subordinate Commands' garrison locations worldwide for use in Life Cycle Replacement (LCR) of existing assets on the USSOCOM unclassified and secret network enclaves. This RFQ is for Multi-Function Devices (MFD) and toner cartidges. |
Annual LCR is for MFDs that are least 5 years old (~20% of the fleet), although C4IAS is historically not funded to cover the full requirement each year. The Subordinate Commands and their Units also receive funds which they may spend as they see fit without oversight from the C4IAS Program. They may chose to purchase assets to supplement the C4IAS LCR effort, expand their fleet, outfit a new facility, implement a new software solution, pay for services, or any number of other things. Because of the decentralized nature of the Enterprise, the C4IAS Program does not know the actual total of MFDs deployed (estimate is around 4000), the locations of MFDs deployed (estimated at over 50), the quantities of MFDs at each location, the configuration of MFDs at each location, or the configuration of the print server solution or solutions at each location. Additionally, it is important to note that C4IAS receives requirements from the Subordinate Command's Headquarters on behalf of their Units and does not typically know the final destination for the assets at the time of purchase; this is important because warranty coverage is worldwide, not to the place of initial delivery, which will primarily be to the C4IAS warehouse in Lexington, Kentucky.
For this RFQ USSOCOM will only consider offers for hardware that has been approved by the United States National Information Assurance Partnership (NIAP) and listed on the NIAP Product Compliance List (PCL) or the Products in Evaluation List, is compliant with the Trade Agreements Act (TAA) in 110v and 220v configurations in all 4 categories, and meets all policy, security, sustainment, and technical requirements as defined in the tab called "MFD Reqmts". Note, USSOCOM will release a seperate RFQ to identify a Pull Print Solution for the USSOCOM Enterprise after this contract is awarded for hardware.

CLIN 1 for the small workgroup MFD is designed to cover workgroups of up to 10 personnel, mostly in private offices or small spaces with a door; the device must be quoted as desktop as these spaces do not generally have space for a floor standing model. The height should not exceed 24" to ensure fit under overhead bins.
CLIN 2 for the small-medium workgroup MFD might be used to replace an existing small work group MFD for a user base who wants a longer lasting toner cartridge or a little more horsepower to cover a slightly larger user base of maybe up to 15 people, or it might be used to replace a medium workgroup MFD where floor space is not available any longer. This category must be quoted as a desktop model. If a stand is required the user will be responsible for that cost and purchase outside of this contract.
CLIN 3 for the medium workgroup MFD covers a larger office environment with maybe up to 25 users where there is plenty of floor space available.
CLIN 4 for the large workgroup MFD with Tabloid printing capability is mostly designed for users who require tabloid printing, but also to cover an office environment with more than 25 users or heavy print requirements.

| The offeror will complete the "Warranty Service Level - Locations Matrix" in the "Locations Matrix" tab. We are looking for responses that define the level of service response offered in each location. USSOCOM requires Next Business Day, On Site support for parts and labor except where noted. Next Business Day means if a technician calls in an issue before a specified time then an action will occur the following day. If the issue is identified and the USSOCOM technician can handle the fix then parts will be dispatched for delivery the next day. If the issue is identified and an OEM technician is required to complete the fix then the parts will arrive next day and the technician will arrive upon receipt of the parts at the site; likely the day after receipt of the part. If the issue cannot be defined then an OEM Certified technician will arrive on site the next day to troubleshoot the issue. |

| USSOCOM has two CDRLs associated with this request. |
The offeror will provide a quarterly report that identifies all items purchased with each purchase order exectued to date. The purpose of the report is to keep track of the total amount executed vs the ceiling identifed in the approved brand name justification, track the total quantities purchased per CLIN/Item against the maximum quantity identified, and also to track timelines and estimated costs for warranty and license extensions required throughout the life of this contract. The "CDRL - Tracker" tab defines all of the data points required in the quarterly report although the style provided is just an example.
The offeror will provide a report at least 48 hours prior to each hardware delivery that provides detailed information for hardware included in the shipment. Required data points are provided in the "CDRL - APSR" tab. This data is required in order for USSOCOM to accept equipment and receive it into the Accountable Property System of Record (APSR); receipt into the APSR is required prior to payment of invoices.

INSTRUCTIONS
PMOs must provide the below information to the SOFATL-J4-ICP@SOCOM.MIL (and AIOINVMGT.ctr@sofsa.mil if shipping to SOFSA) at least 48 hours prior to materiel shipment's arrival to a USSOCOM inventory facility. This information, along with a copy of the materiel delivery order will be used by the USSOCOM Inventory Control Point (ICP) Item Manager to document inbound shipments and create the necessary “due in” requirements for the receiving inventory warehouse within DPAS.
