About this file
This is a Requirements document for bread delivery to the Federal Bureau of Prisons, Federal Correctional Institution El Reno in Oklahoma. The document establishes strict operational and quality standards for all bread deliveries under solicitation 15B50726Q00000023, a 100% small business set-aside for commercial items with a NAICS code 311812 (size standard: not to exceed 500 employees). The delivery window runs from July 7, 2026, through September 29, 2026, with all items required to arrive by September 29, 2026. Deliveries are accepted Monday through Friday between 7:00 a.m. and 2:00 p.m., excluding federal holidays, to the facility located at 4205 Highway 66 West, El Reno, Oklahoma 73036.
The requirements document mandates strict compliance with delivery schedules and product specifications, with failure to meet either standard resulting in contract cancellation and indefinite removal from future awards. All products must be palletized and delivered via vehicles with decks suitable for offloading onto a 4-foot elevated unloading dock. Temperature control is critical: non-frozen perishable foods must arrive between 34 degrees Fahrenheit and 40 degrees Fahrenheit, while frozen foods must arrive at 0 degrees Fahrenheit or below. Products showing evidence of prior thawing will be rejected. Conditionally received non-conforming items must be picked up by the vendor at their expense within two weeks of notification or will be disposed of by the government. The contract will be firm-fixed price with awards at or below $10,000 payable via Government Purchase Card and awards exceeding $10,000 payable by electronic funds transfer via purchase order. Past performance will be weighted approximately equal to price in award decisions.
