COUNTY OF SACRAMENTO

DEPARTMENT OF GENERAL SERVICES

CONTRACT AND PURCHASING SERVICES DIVISION

2023-RFB-0174

REQUEST FOR BID (RFB) FOR LANDFILL BASE LINER SYSTEM,

SIDESLOPE LINER REPAIR, SACRAMENTO COUNTY, KIEFER

LANDFILL

Background

The County of Sacramento, Department of Waste Management and Recycling

(DWMR) is seeking a firm that is experienced in installing and repairing the geosynthetics components of landfill base liner systems for the purposes of liner repair within Module 4, Phase 1 (M4P1) at Kiefer Landfill (KLF), 12701 Kiefer Boulevard, Sloughhouse, California 95683.

In January 2023, during routine geomembrane liner repair work on the south side slope of M4P1, Geosynthetic Clay Liner (GCL) panel separation was observed. GCL panel separation has since been identified in multiple locations, and the County is contracting to repair the areas where GCL separation exists.

The County is repairing the liner system in stages, and as such, has not performed a complete survey of the areas where the GCL separation has occurred. An estimate of the anticipated scope of work (Work), including number of seams and average seam length are included for bidding purposes.

TERM

This Agreement shall be effective and commence as of the date of execution and shall remain in effect until June 30, 2024

Basis for Award

This bid award will be determined by the lowest responsive and responsible bid by a qualified Bidder, as defined in Attachment B, Installer Company and Minimum Qualifications.

Repair Work: The Work is located in a contiguous area of M4P1, and consists of cutting open the geomembrane liner at the location of each GCL seam, evaluating the extents of the repairs that are required, and repairing the GCL and the geomembrane seam in accordance with the M4P1 Project Specifications, the M4P1 CQA Plan requirements (Attachment D), and the GCL

Repair Work Plan (Attachment E).

On the coordinated start date, Installer shall mobilize to KLF, to the location of the liner repair work, with repair materials and equipment to meet with the

It is expected that the waste excavation will remain ahead of the liner repair contract work operations. The County will provide the Installer 48-hour written notification that liner repairs must begin within 5 calendar days. The
