About this file

This document outlines the required forms and instructions for responding to the Request for Response (RFR) issued by the Commonwealth of Massachusetts, through the Executive Office of Labor and Workforce Development (EOLWD), for the Collection and Analysis of Wage Transparency Data. The selected contractor will be responsible for ingesting, synthesizing, and analyzing confidential data from covered employers, ensuring high accuracy levels and compliance with the timing requirements under the Frances Perkins Workplace Equity Act. The contractor must demonstrate expertise in securely handling sensitive data, experience with workforce data and pay equity policy, and the ability to leverage AI or other emerging technologies to analyze and present the data. The contract duration is 2 years with options to renew for up to an additional 10 years, and the potential award value is not specified. The response deadline is November 13, 2024.

The evaluation criteria prioritize technical and operational factors, with pricing to be ranked in reverse order, and the contract awarded to the bidder that provides the best overall value to the Commonwealth. The Commonwealth has set a preference for small businesses headquartered in Massachusetts, as defined by the Small Business Purchasing Program (SBPP). SBPP-registered participants that meet the best value criteria will be given priority.
