About this file

This document outlines the evaluation criteria for RFR BD-25-1043-DAO01-32500-108881, a contract opportunity issued by the Commonwealth of Massachusetts for the Collection and Analysis of Wage Transparency Data. The contract will require the selected bidder to synthesize PDFs, paper documents, and handwritten forms to extract pertinent data into a Microsoft Excel compatible sheet with high accuracy levels, meet the Commonwealth's timing requirements under the Frances Perkins Workplace Equity Act, and leverage AI or other emerging technology in a secure way to analyze and present the data. The bidder must demonstrate relevant experience in workforce data and pay equity policy, working with civic and advocacy community stakeholders, and securely handling confidential or encrypted data.

The evaluation criteria allocate points across several technical and operational factors, with the highest-scoring bidder deemed to provide the best value to the Commonwealth. Pricing will be ranked in reverse order with the lowest cost proposal receiving the most points. The contract will be awarded to the bidder that the Sourcing Strategy Team (SST) determines provides the best overall value.
