This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

This solicitation is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in eƯect through Federal Acquisition Circular (FAC) 2025-06 eƯective 27 August 2025.

This acquisition is a total small business set-aside. The associated NAICS code is 238390 Other Building Finishing Contractors with a small business size standard of $19 million.

The product service code is R499 – Support- Professional: Other.

A single Firm-Fixed-Price award is anticipated from this RFQ. However, issuance of this solicitation does not guarantee that an award will be made. Any resulting award is subject to the availability of funding and the discretion of the awarding entity, including cancellation or amendment based on a determination of change in agency needs. OƯerors shall not be reimbursed for the costs of developing a quote in response to this RFQ.

I. Requirement Information

The Air Force Nuclear Weapons Center (AFNWC) requires a contractor to provide comprehensive Recruitment Exhibit Displays Support. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, and other non-personal services necessary to manage, handle, store, ship, install, and tear down the AFNWC recruitment Exhibit at various tradeshow events across the United States, as well as store the Exhibit when not in use. The Exhibit is a custom 20' x 20' Visionary Designs Island Kit. The full details of the requirement, including specifications of the exhibit, are contained in Attachment 1 Performance Work Statement (PWS). Original Setup Instructions (Attachment 4) will be provided at time of award.

II. Period and Place of Performance

Period of Performance: The period of performance will be for one (1) twelve-month base year and two (2) twelve-month option years.

Base Year: 13 February 2026 – 12 February 2027 Option Year 1: 13 February 2027 – 12 February 2028 Option Year 2: 13 February 2028 – 12 February 2029

Place of Performance: Work will be performed at the contractor's storage facility and at event locations as detailed in the PWS, which initially include Aurora, CO; Layton, UT; and National Harbor, MD.

The Contract Line Item Number (CLIN) Structure is detailed in Attachment 2.

III. Instructions to Quoters

FAR provision 52.212-1, Instructions to OƯerors -- Commercial, applies to this acquisition.

As prescribed in FAR 12.301(b)(1), the following instructions are additionally included:

a. Submission: Quotations shall be submitted electronically as Adobe (.pdf) files to the government point of contact listed on page 1 in an email no later than the response date and time on page 1 of this RFQ. If multiple emails are required, they shall be identified in sequence (1 of 3, 2 of 3, etc.). Document(s) shall not contain any security restrictions (e.g. password protection) that prevent the Government from distributing and printing the document(s).

The timeliness of a quote is determined by the date and time of receipt. It is the Quoter’s responsibility to ensure that the quotation submission email is received by the designated cut-oƯ date and time. Early submission is encouraged.

b. Required Volumes: Quoters shall submit Quotations consisting of the volumes listed below. Note: Failure to furnish all information required above in the required above in the required format may result in your quotation being considered non-responsive and elimination from further consideration.

i. Volume I: Cover Letter

ii. Volume II: Technical Quote

iii. Volume III: Price Quote

c. Cover Letter Content: The Cover Letter shall contain all of the information listed below:

d. Technical Quote Content: The technical quote shall not contain any pricing information. Technical quote submissions shall be no longer than three (3) pages in length, with 1-inch margins, 12-point font, and double spacing. The technical quote must provide a clear and concise response demonstrating the oƯeror’s ability to meet the PWS requirements. The submission must include the following, which directly correspond to the evaluation criteria in Section IV.

i. Exhibit Transfer and Readiness: Provide confirmation of the firm’s ability to take secure, verifiable physical custody of the entire exhibit from the incumbent contractor in Albuquerque, New Mexico. The confirmation shall include:

Acknowledgement of the requirement to take secure, verifiable physical custody of the entire exhibit within five (5) calendar days

FA942226Q0001, Page 4 of contract award per 5.1 of the PWS; and Acknowledgement of the requirement to report any discrepancies to the Contracting OƯicer’s Representative (COR) within 24 hours of discovery per 5.1.2 of the PWS.

ii. Storage Facility Description: Provide a detailed description of the proposed storage facility. The description must aƯirmatively state that the facility meets all minimum requirements outlined in 2.1, and SS-3 of the PWS, specifically that the facility:

Has dedicated and contiguous space suƯicient for the entire exhibit.

Is secure, with measures to prevent unauthorized access.

Is dry, clean, and free of pests.

Is environmentally controlled to protect the exhibit from damage due to moisture, heat, and UV exposure.

iii. Acknowledgement of Performance and Support Requirements:

Provide acknowledgement of understanding and intended compliance with the following PWS requirements:

Acknowledgement of the requirement to have the exhibit fully set up at least 24 hours prior to each event start date and torn down within 24 hours after each event ends per PWS 2.1 & PWS SS-1.

Acknowledgement of the capability and agreement to provide surge support for up to two (2) additional events per year with 30 days’ notice, subject to negotiation as described in 2.5 of the PWS.

Acknowledgement of the responsibility to conduct a 100% joint physical inventory with a successor contractor and government representative upon contract phase-in and -out per PWS 5.3.

e. Price Quote Content: Price quotes shall be submitted in the format demonstrated in Attachment 2 CLIN Structure. Note that certain CLINs in Attachment 2 are for informational purposes or will be priced at a later date and do not require a price in the initial quote. Each quote shall list price by CLIN, including quantity, unit, price per unit, total price per CLIN, and total overall price for all CLINs. Quoted prices shall be inclusive of all costs associated with

FA942226Q0001, Page 5 travel, lodging, transportation, shipping, storage, and phase in/out activities.

IV. Basis for Award and Evaluation Criteria

a. Basis for Award: This is a competitive, Lowest Price Technically Acceptable

(LPTA) source selection. The Government will award a contract to the responsible oƯeror whose quote conforms to the solicitation and is determined to be technically acceptable with the lowest total evaluated price. The total evaluated price will be the total overall price for all CLINs as provided on the Price Quote.

b. Evaluation Process: The Government will follow a process to determine the lowest-priced, technically acceptable oƯer among a competitive group of the most highly-rated proposals according to price.

i. Price Ranking: The Government will rank all complete and conforming quotes in order of ascending price based on the total overall price for all CLINs as provided in the Price Quote.

ii. Technical Evaluation of Lowest-Price Quote: The technical quotes of the three (3) lowest-priced oƯeror will be evaluated for technical acceptability against the factors outlined in IV.c. below. This group is considered the competitive pool for award.

iii. Award Determination: Award will be made to the lowest-priced oƯeror within the competitive pool that is determined to be technically acceptable. If none of the oƯers in the competitive pool are found to be technically acceptable, the Government will evaluate the next lowest-priced oƯeror(s) until a technically acceptable oƯer is identified.

c. Technical Evaluation Factors: To be considered technically acceptable, a quote must receive a rating of “Acceptable” for all three (3) of the following factors:

i. Factor 1: Exhibit Transfer and Readiness: The quote must provide a written confirmation demonstrating the Quoter’s ability to meet the phase-in requirements of PWS Section 5.1.

Acceptable: The quote contains a clear statement that explicitly

The requirement to take secure, verifiable physical custody of the entire exhibit within five (5) calendar days of contract award; and The requirement to report any discrepancies to the Contracting

OƯicer’s Representative (COR) within 24 hours of discovery.

Unacceptable: The quote fails to acknowledge one or both of the requirements listed above.

ii. Factor 2: Storage Facility Description: The quote must provide a detailed description of the proposed storage facility that meets all minimum requirements of 2.1 of the PWS

Acceptable: The quote provides a description of the storage facility and aƯirmatively states that the facility meets all four (4) of the following minimum requirements:

Has dedicated and contiguous space suƯicient for the entire exhibit.

Is secure, with measures to prevent unauthorized access.

Is dry, clean, and free of pests.

Is environmentally controlled to protect the exhibit from damage due to moisture, heat, and UV exposure.

Unacceptable: The proposal fails to provide a description of the facility or fails to aƯirmatively confirm that all four of the conditions listed above are met.

iii. Factor 3: Acknowledgement of Performance and Support Requirements Acceptable: The quote provides clear statement explicitly expressing acknowledgement and understanding of the following PWS requirements:

The requirement to have the exhibit fully set up at least 24 hours prior to each event start date and torn down within 24 hours after each event ends.

Acknowledgement of potential surge support requirements per

PWS 5.3.

Responsibility to conduct a joint inventory during phase-in and phase-out per PWS 5.3.

Unacceptable: The quote fails to acknowledge one or more of the
