Currently identified annual events include the Air & Space Forces Association (AFA) Warfare Symposium in Aurora, Colorado (February 23–25, 2026), Warriors Over the Wasatch Hill Air Show in Layton, Utah (June 27–28, 2026), and AFA National Convention in National Harbor, Maryland (September 14–16, 2026), with 30 days' notice for any schedule changes. The contractor must facilitate a phase-in from the incumbent contractor in Albuquerque, New Mexico within five calendar days of award and prepare for phase-out to a follow-on contractor at contract end. Up to two surge support events per annual period may be requested with minimum 30 days' notice, with costs to be negotiated. The Government will furnish the exhibit equipment, 50-inch television, booth space, standard utilities, access to event organizers, and AFNWC branding guidelines, while the contractor assumes responsibility for all security and safeguarding of government property during storage, transportation, setup, and teardown operations.

PERFORMANCE WORK STATEMENT (PWS)

Air Force Nuclear Weapons Center Recruitment Exhibit Displays Support

21 January 2026

1.0 Introduction: The Air Force Nuclear Weapons Center (AFNWC) Manpower, Personnel and Force Development Directorate (DP) is responsible for recruiting and retaining a high performing workforce that ensures safe, secure, and effective nuclear capabilities.

1.1 Background: The AFNWC is responsible for the sustainment and modernization of U.S.

nuclear forces. In service of this mission, AFNWC/DP is responsible for recruiting and retaining a high performing workforce that ensures safe, secure, and effective nuclear capabilities. To attract qualified candidates, AFNWC utilizes customized recruitment exhibits at various industry and public events. These exhibits require professional management, transportation, setup, teardown, and maintenance to ensure they effectively represent AFNWC and attract potential recruits. The current contract will be a phase-in from a separate incumbent contract and may require a phase-out to a follow-on contract.

2.0 Scope & General Performance Requirements: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Recruitment Exhibit Display Support as defined in this Performance Work Statement, except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract. This includes management, handling, storage, shipment to/from, installation, and tear down of equipment when deployed. The contractor shall furnish all parts, materials, labor, equipment, and design to support the equipment found in Appendix A (Exhibit Specifications).

2.1 Requirements:

• Provide transportation, setup, teardown, and storage of the AFNWC recruitment exhibit.

• Transportation and shipping shall adhere to industry best practices. The contractor shall ensure the exhibit components are packed in their custom, hard-sided cases or otherwise appropriate crating to prevent damage during transit. Inventory shall be conducted prior to return shipping, verifying all components are present and undamaged.

• Ensure the exhibit is properly stored, maintained, and in good working order at all times. Storage of the display shall be in a facility with enough dedicated, contiguous space for the display. The facility shall be secure, preventing unauthorized access to

The facility shall be dry, clean, and free of pests or any other conditions that could reduce the condition of the exhibit, to include moisture, heat, and UV exposure. Should the condition inadvertently become reduced, the contractor shall contact the AFNWC per the discrepancy reporting in section 5.1* and commence repair upon government direction.

• Support AFNWC's recruitment efforts by setting up a correctly assembled, visually appealing, and engaging exhibit at targeted events. Setup is to occur no later than 24 hours prior to the scheduled start time of each event unless otherwise directed by the government point of contact.

• Complete teardown within 24 hours after each event’s scheduled end time, or as otherwise directed by the government point of contact, and commence return shipping.

• Manage a smooth transition from the incumbent contractor and to a follow-on contractor, as required, discussed further in Section 5.0.

2.2 Scope: The contractor shall provide comprehensive Recruitment Exhibit Displays Support. Services include storage, management, handling, shipment to/from, installation, and tear down of the AFNWC recruitment exhibit at specified events. The contractor shall accomplish a professional, timely, and cost-effective deployment of the exhibit, ensuring it is always ready to support AFNWC's recruitment goals. This includes providing all parts, materials, labor, equipment, and design found in Appendix A (Exhibit Specifications). The contractor shall adhere to safety regulations for exhibit setup and teardown and comply with transportation regulation when shipping the exhibit materials. Proper disposal of waste materials generated during exhibit setup and teardown is also required. The Contractor is responsible for the transition from an incumbent contractor, including inventory verification, transportation of the equipment to their facility, and maintenance and repairs.

2.3 Non-Personal Services: The contractor shall provide the AFNWC with non-personal services (as defined in FAR 37.101) related to the efforts detailed in this PWS. The Government shall neither supervise contractor employees nor control the method by which the contractor performs the required work associated with this requirement.

2.4 Place of Performance: The work to be performed under this contract will primarily be performed at the contractor’s facility and at various event locations throughout the United States. Event locations currently known for annual support include:

• Air & Space Forces Association (AFA) Warfare Symposium, Gaylord Rockies Resort and Convention Center, Aurora, CO (Base Year Dates: 2/23/2026 – 2/25/2026;

Option Year Dates: exact dates TBD, anticipated in the spring)

• Warriors Over the Wasatch, Hill Air Show, Hill AFB, Layton, UT (6/27/2026 – 6/28/2026)

• AFA National Convention, National Harbor, MD (Base Year Dates: 9/14/2026 – 9/16/2026; Option Year Dates: exact dates TBD, anticipated in autumn)

The Government will notify the contractor of any changes to the event schedule above with 30 days prior notice.

2.5 Surge Support: The Government anticipates the majority of work under this contract will be pre-planned in accordance with paragraph 2.4, with sufficient lead time for the Contractor to plan accordingly. In certain circumstances, AFNWC may require surge support. Surge support is defined as the requirement for the Contractor to:

• Support an event that is not on the pre-planned schedule. No more than two such events per annual period of performance. This includes all tasks as described in paragraphs 2.1 and 2.2.

• Require actions that must be completed faster than normal lead times.

• Extend services beyond the standard support window for an event.

The AFNWC will provide notification no fewer than 30 days prior to the event. Upon notification of a surge support requirement, the specific requirements and associated costs will be negotiated between the Government and the Contractor. The Contractor is responsible for maintaining sufficient resources and qualified personnel availability to accommodate potential surge support requirements, subject to negotiated terms. The Government maintains the right to contract a third party to fulfill surge support requirements if the Contractor cannot meet the requirements.

2.6 Period of Performance: The period of performance shall be for one (1) Base Year of 12 months and two (2) 12-month option years.

3.0 Government Furnished Items and Services:

3.1 Services: The Government will provide access to event organizers for coordination purposes. The Government will provide the 50" television for use.

3.2 Facilities: The Government will provide booth space at the specified events.

3.3 Utilities: The Government will provide standard utilities (electricity, internet access, etc.) at the event locations, as provided by the event organizers. The Contractor shall instruct employees in utilities conservation practices. The contractor shall be responsible for operating under conditions that preclude the waste of utilities, which include turning off

Recruitment Exhibit Displays Support PWS, Page 4 the water faucets or valves after using the required amount to accomplish cleaning vehicles and equipment.

3.4 Equipment: The Government will provide the AFNWC Recruitment Exhibit (Visionary Designs Island Kit VKIT 5089 – MODIFIED) and its associated components as detailed in Appendix A.

3.5 Materials: The Government will provide AFNWC branding guidelines and recruitment messaging guidance.

3.6 Physical Security: The Contractor shall be responsible for safeguarding all government equipment, information, and property provided for contractor use, regardless of location (Contractor facility, event venue, in-transit).

4.0 Quality Assurance: The government shall monitor Contractor's performance under this PWS in accordance with the Government's QASP. Contractor performance will be monitored through surveillance by the Contracting Officer Representative (COR) in accordance with the Government Quality Assurance Surveillance Plan (QASP). The QASP is an internal government document and may be provided to the awardee contract award for informational purposes at the government’s discretion.

4.1 Services Summary: The Services Summary outlines the specific performance required and promotes continuous improvement in Contractor performance. Service requirements are summarized into performance objectives that relate directly to mission-essential items. The performance threshold briefly describes the minimum acceptable level(s) of service required for each requirement. These minimums do not relieve the Contractor from performing 100% of all work requirements. Failure to do so could result in issuance of unacceptable inspection ratings and/or a Corrective Action Report. These thresholds are critical to mission success. Work must be accomplished according to the terms, conditions, and specifications stated in the contract.

Periodic Inspection

5.0 Phase-in and Phase-out Requirements:

5.1 Phase-In Period: Secure and verifiable physical transfer of the AFNWC Recruitment Exhibit and all associated components detailed in Appendix A from the incumbent contractor in Albuquerque, New Mexico to the new Contractor's custody, ensuring its operational readiness. This shall be completed within five (5) calendar days of award.

5.1.2 Discrepancy Reporting: Any discrepancies (missing items, damage beyond normal wear, or deviations from Appendix A) must be reported to the COR within 24 hours of

Recruitment Exhibit Displays Support PWS, Page 6 discovery. The report must include a detailed description of the discrepancy and a proposed remediation plan.

5.1.3 Secure Transportation: The Contractor is responsible for the safe, secure, and insured transportation of the entire exhibit from the incumbent's location to the Contractor's approved storage facility.

5.2 Phase-Out Period (Equipment Transfer): Secure and verifiable physical transfer of the AFNWC Recruitment Exhibit (detailed in Appendix A) and all associated components from the Contractor to a designated successor contractor or location, ensuring its preservation and continued operational readiness. This shall occur within the time period designed by the Government, to be no less than five (5) calendar days.

5.3 Joint Inventory & Condition Assessment: As part of contract Phase-in, as well as prior to contract expiration, the Contractor must conduct a 100% joint physical inventory with the incoming successor contractor and a Government representative. This inventory must meticulously document the existence, condition (including any damage), and serial numbers (if applicable) of every item listed in Appendix A.

5.3.1 Discrepancy Reporting: Any discrepancies (missing items, damage beyond normal wear, or deviations from Attachment 1) must be reported to the COR within 24 hours of discovery. The report must include a detailed description of the discrepancy and a proposed remediation plan.

5.3.2 Preparation for Transfer: The Contractor is responsible for ensuring the exhibit is clean, properly packed, and ready for transport. This includes any necessary minor repairs or maintenance (subject to Government approval).

5.3.3 Secure Transportation: The Contractor is responsible for coordinating the safe, secure, and insured transportation of the entire exhibit to the location specified by the Government.
