PROJECT DESCRIPTION

The Finance and Administration Cabinet, Office of Facility Development & Efficiency, Division of Engineering & Contract Administration (DECA), on behalf of Kentucky State University, seeks professional architectural and engineering design services for the renovation and potential expansion of Shauntee Hall on KSU’s South Campus.

The project is intended to support expansion of KSU’s engineering program by bringing faculty, students, theory, and hands-on practice into a coordinated instructional environment. The completed project is expected to provide modern, technology-rich teaching, laboratory, office, circulation, and support spaces that strengthen engineering, technology, and related STEM instruction, experiential learning, research, student retention, and academic success.

2. PROJECT BACKGROUND AND EXISTING CONDITIONS

Shauntee Hall is an existing approximately 18,577-square-foot facility. The building will remain a functioning university facility during the project, and design and construction may require careful phasing around academic schedules, building operations, access, and university activities. The selected consultant shall review and validate available prior study documents, existing drawings, studies/reports, surveys, photographs, and applicable KSU standards. Prior study documents were prepared by another design team and are to be treated as reference information rather than as a substitute for the selected consultant’s independent professional verification of existing conditions and project requirements.

3. ANTICIPATED SCOPE OF PROFESSIONAL SERVICES

The selected consultant shall provide complete professional design services necessary to develop a coordinated, code-compliant, biddable, and constructible project within the authorized construction budget. The final scope and fee will be negotiated with the selected firm. Anticipated services include, but are not limited to, the following:

Programming verification and stakeholder engagement with KSU and DECA to confirm space needs, functional relationships, instructional requirements, and project priorities. Review of existing conditions and prior study documents, including field verification of dimensions, systems, utilities, structural conditions, accessibility, and other conditions affecting the work. Evaluation of alternatives for renovation and expansion of the existing approximately 18,577 SF building, including the feasibility of a partial second-floor addition and associated removal or modification of portions of the existing roof. Architectural planning for a potential new entry lobby, elevator, offices, classrooms, instructional/laboratory spaces, circulation, and associated support spaces. Evaluation and improvement of building functionality, accessibility, wayfinding, vertical circulation, and connections between floors. Complete architectural, civil, structural, mechanical, electrical, plumbing, fire protection, landscape, geotechnical, cost estimating, and technology/security design services as required by the final project scope.

Evaluation of applicable building codes and requirements, including life safety, accessibility, egress, fire protection, vertical circulation, and required regulatory reviews/approvals. Verification of existing utility capacity and coordination with serving utilities early in design. The consultant shall identify utility limitations, required upgrades, lead times, and cost impacts sufficiently early to inform design decisions. Development of a construction phasing and continuity-of-operations strategy coordinated with KSU’s academic calendar and ongoing building activities.

Preparation of coordinated design documents through DECA Phase A, Phase B, Phase C intermediate, and Phase C final design milestones, including estimates of construction cost at required phases. Continuous cost control and scope reconciliation. The consultant shall design to the established construction budget and promptly identify scope, market, escalation, or existing-condition issues that threaten the budget. Coordination of required surveys, geotechnical investigation, hazardous material/environmental evaluation, special inspections, and other specialty services as determined necessary during design. Preparation of bidding documents and assistance during procurement, including responses to bidder questions, addenda, bid review, and recommendation support.

Construction administration services, including submittal and RFI review, site observations, progress meetings, evaluation of changes, review of applications for payment, substantial/final completion, record documents, and warranty-period services consistent with DECA requirements.

4. DESIGN OBJECTIVES

Create a cohesive engineering/STEM environment that supports instruction, laboratories, faculty functions, student collaboration, and experiential learning. Develop a practical renovation/addition strategy that respects the existing building while improving circulation, accessibility, wayfinding, life safety, and overall functionality. Minimize disruption to ongoing university operations through deliberate phasing and early coordination. Deliver a fully coordinated and constructible design within the authorized construction budget and required schedule. Identify existing-condition, utility, structural, code, and long-lead risks early enough to allow informed Owner decisions rather than transferring unresolved issues into construction.

5. PROJECT BUDGET AND COST CONTROL

Total Project Budget: $8,000,000. The consultant shall treat the authorized total project budget as a design constraint and shall provide disciplined cost estimating and reconciliation throughout design.

6. ANTICIPATED PROJECT SCHEDULE

Milestone Current Planning Target Design Start October 2026 100% / Final Design Review February 2027 Bid Advertisement / Receipt April–May 2027 Construction Start June 2027

The proposing firm shall identify its ability to meet the schedule, describe its proposed design work plan, and identify any schedule risks or decisions that must be resolved immediately after notice to proceed.

7. REQUIRED CONSULTANT TEAM

The prime consultant shall assemble and manage a complete team appropriate to the final scope. Anticipated disciplines include:

• Architecture / programming / interior planning

• Civil engineering and site design

• Structural engineering

• Mechanical, electrical, and plumbing engineering

• Fire protection / life-safety design

• Landscape architecture, as applicable

• Geotechnical engineering

• Technology, data, audiovisual, and security systems

• Construction cost estimating

• Surveying and environmental/hazardous material services, if required following verification of available information

8. CONSULTANT RESPONSE REQUIREMENTS

Proposals should be concise, project-specific, and organized in the following order. Generic marketing material should be minimized. Firm identification, office location(s), and DECA prequalification status. Relevant experience: examples of comparable higher-education renovation/addition projects, with emphasis on engineering/STEM, laboratories, occupied-facility phasing, vertical additions, and work of similar budget and complexity. Project team: organization chart; roles; professional registrations; relevant experience of the proposed project manager, project architect, lead engineers, and key subconsultants; and percentage of time/availability anticipated for this project. Project approach: programming verification, validation of prior studies, existing-condition investigation, structural/vertical-addition evaluation, code and accessibility strategy, utility verification, phasing, stakeholder coordination, interdisciplinary quality control, and constructability. Cost and schedule management: methods for estimating, budget reconciliation, scope control, decision tracking, milestone management, and early identification of long-lead or utility constraints.

Past performance: evidence of delivering comparable projects within established budgets and schedules, including management of design-related change orders and construction-phase services. Current workload and capacity:

active commitments of key personnel and the firm’s ability to begin promptly and maintain the proposed team through design and construction. References for comparable projects. Required SF 330 and other DECA solicitation forms/documentation.
