OPTION Surge Support: FMS Emerging Requirements

The Government anticipates the need for additional flight instruction for Partner Nations in accordance with PWS paragraph 5.1.3. The Contractor shall remain flexible and provide training as required when requirements emerge. The Government anticipates these emerging requirements to occur during option year 1 and option year 2. Surge support requirements are defined as short term periods, utilizing personnel/skill sets already designated on the PWS, redirected to support mission activities to meet urgent customer needs. Surge support shall be defined as hours outside the Contractor Man-Year Equivalent (CME) using additional contractor line item numbers (CLIN) to fund surge requirements. The Contractor shall ensure that they can provide this type of flexibility and support for emerging requirements. Pricing will be negotiated via a modification using current rates within the contractor’s proposal. The Surge Support CLIN is estimated at 10% of the labor costs for the respective period of performance unless a higher amount is required for mission support and agreed to by the contractor.

PWS

US Army Special Operations Aviation Command (USASOAC) Special Operations Aviation (SOA) Training, Readiness, Management Support (TRMS)

Part I

General Information

1. General: This is a non-personal services contract to provide flight training support services for the U.S. Army Special Operations Aviation Command (USASAOC) (also referred to as Army Special Operations Aviation Command- ARSOAC). USASOAC’s 160th Special Operations Aviation Regiment (160th SOAR) and the Special Operations Aviation Training Battalion (SOATB) require various flight instructors, training development, technical, logistical and supply support among other ancillary services. The Government will not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. The Contractor, in turn, shall be accountable to the Government for Contractor or subcontractor personnel.

1.1. Description of Services/Introduction: The Contractor shall provide all: 1) personnel; 2) supervision; 3) equipment, tools and supplies determined an Other Direct Cost (ODC), and 4) other items and non-personal services necessary to provide the required flight instruction support services as defined in this Performance Work Statement (PWS). This excludes items specified as government furnished property (GFP) and services. The Contractor shall perform in accordance with (IAW) the terms and conditions of the PWS and contract.

1.1.2. SOATB and the 160th SOAR’s mission is to organize, equip, train, resource and employ Army special operations aviation forces worldwide in support of contingency missions and combatant commanders. Known as Night Stalkers, these Soldiers are recognized for their proficiency in nighttime operations. They are highly trained and ready to accomplish the toughest missions in all environments, anywhere in the world, day, or night, with unparalleled precision. They employ highly modified Chinook, Black Hawk and Little Bird helicopters with assault and attack configurations.

1.1.3. The Contractor shall provide training development, instruction, and training support to SOATB. The Contractor shall also provide individual and collective training curriculums to train, educate, and produce aviation crew members, pilots, and flight personnel. The Contractor shall also train and educate students in basic and advanced combat skill sets, qualifications, and certifications to meet the unique mission requirements of the 160th SOAR, ARSOAC and SOATB.

1.1.4. The 160th SOAR actively seeks and assesses the best-qualified aviators, crew members and support personnel in the Army. Members of this unit are three-time volunteers: for the Army, for airborne training and for the regiment. Upon selection, Commissioned and Warrant Officers and enlisted Soldiers complete their respective Basic Mission Qualification (BMQ) courses, known as Green Platoon, which are facilitated by SOATB.

1.1.5. The professionalism and capabilities of Army special operations aviation are developed through a “train as you fight” mentality. Rigorous training continues upon assignment to the line units. The regiment is exceptionally resourced for extensive and realistic training conducted regularly in a variety of environments. This extensive, realistic training is the foundation of unit combat readiness.

1.1.6. Background: Soldiers of the 160th have been actively and continuously engaged in the combat operations since October 2001. Today, the 160th SOAR continues a sustained and active forward presence in various areas of operations at multiple locations to support USASOC operations.

1.1.7. The 160th SOAR is comprised of a regiment headquarters, four battalions and a dedicated training battalion.

The Contractor shall provide services at Fort Campbell, KY, Fort Liberty, NC, Hunter Army Airfield (HAA), GA and Joint Base Lewis McCord (JBLM), WA. The regiment headquarters is collocated with the 1st and 2nd battalions (BN) and SOATB at Fort Campbell, KY.; 3rd BN. is located at HAA.; and 4th BN. is located at JBLM. ARSOAC

Headquarters is located at Fort Liberty, NC. Each battalion has a strategic composition of light, medium and heavy helicopters, all highly modified in design to meet the unit’s unique mission requirements.

1.2. Objectives: The basic service objectives include the following:

a. Provide Program and Operations Management. Program Management includes formulating and enforcing work standards, assigning contractor schedules, reviewing work discrepancies and supervising contractor personnel. The Contractor also shall communicate policies, purposes, and goals of the organization to subordinates. The Contractor shall execute program management and operational management functions.

Operations Management shall support daily operations at SOATB and other required locations.

b. Provide Instruction Support that includes qualified flight instructors, crewmember instructors, simulator instructors, air movement instructors (formerly loadmasters), platform instructors, Unmanned Aerial Systems (UAS) instructors, flight operations instructors, flight medical instructors, combat skills instructors and armament instructors.

c. Provide a Training Development Support Cell (TDSC) that manages all aspects of the training development process. The Contractor shall plan and manage the training calendar, training support packages, lessons, documents, Programs of Instruction (POI) and solider training records.

d. Provide Logistics and Technical Support. Logistics support includes logistics, supply functions (property management and accountability), technical expertise and maintenance for all small arms, and compliance with the Army and all other Federal aviation safety regulations. The Contractor’s support shall also include ammunition operations (accountability, transportation, and usage), and in-depth analysis of SOF aviation, missions, gaps, and projected future needs. Technical support includes information technology (IT), software and hardware programming, audio visual functions, multi-media functions, and meteorologist weather forecasting.

1.3. Scope: The Contractor shall provide training development, instruction, and training support to SOATB. The Contractor shall also provide individual and collective training curriculums to train, educate, and produce aviation crew members, pilots, and flight personnel. The Contractor shall also train and educate students in basic and advanced combat skill sets, qualifications, and certifications to meet the unique mission requirements of 160th SOAR and ARSOAC.

1.4. Period of Performance: The period of performance shall be for a one base period of 12 months and four 12-month option years. The base period includes a 2 month phase-in period and 10 months of full performance.

1.5 RESERVED

1.6. General Information

1.6.1. Quality Control: Quality Control is the Contractor’s responsibility. The Contractor is responsible for the delivery of quality services and supplies to the Government (see FAR 52.246-1 Contractor Inspection Requirements).

1.6.2 Quality Control Program (QCP): The Government is committed to a highly interactive relationship between quality control by the Contractor and quality assurance by the Government recipient of services. This relationship shall be achieved through an effective Prevention Based Quality Control Program dedicated to ensuring the best possible products and services to end users. The Contractor shall provide their final written QCP no later than (NLT) 10 days after contract award to the COR and KO via email. The Contractor shall provide any proposed QCP changes to the COR 5 days prior to implementing such changes.

1.6.3. The Contractor’s QCP shall demonstrate its prevention-based outlook by meeting the objectives stated in the PWS throughout all areas of performance. The QCP shall be developed to specify the Contractor’s responsibility for management and quality control actions to meet contract requirements. The QCP at a minimum shall address the Contractor’s 1) continuous improvement process; 2) procedures for scheduling, conducting and documenting inspections; 3) discrepancy identification and corrective action process; 4) procedures for root cause analysis to identify the root cause and root cause corrective action to prevent re-occurrence of discrepancies; 5) procedures for trend analysis; and 6) procedures for collecting and addressing customer feedback/complaints.

1.6.4. The Contractor shall provide all reports generated as a result of the Contractor’s quality control efforts. This shall include any summary information used to track quality control, including any charts/graphs. The Contractor shall provide the COR a monthly report including this information and quality control trends and issues.

1.6.5. The Contractor’s QCP shall be maintained throughout the life of the contract and shall include the Contractor’s procedures to routinely evaluate the effectiveness of the plan to ensure that the Contractor is meeting performance standards and contract requirements.

1.6.6. Contractor Discrepancy Report (CDR): When the Contractor's performance is unsatisfactory, a CDR will be issued. The Contractor shall reply in writing within five (5) workdays from the date of receipt of the CDR, giving the reasons for the unsatisfactory performance, corrective action taken, and procedures to prevent recurrence.

1.6.7. Quality Assurance: The COR will evaluate the Contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP). The QASP is primarily focused on what the COR must do to ensure that the Contractor has performed IAW the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rates. When an observation indicates defective performance, the COR will require the Contractor to initial the observation to acknowledge the defective performance. The acknowledgement of the observation does not constitute Contractor concurrence with the observation, only that the Contractor has been made aware of the defective performance.

1.6.8. Property Management System: The Contractor shall establish a system to manage Government Furnished Equipment (GFE) and Government Furnished Property (GFP) in its possession to control, use, preserve, protect, repair and maintain. The Property Management System (PMS) must be adequate to satisfy the requirements of Property Management (IAW) FAR clause 52.245-1 Government Property.

1.6.9. Recognized Federal Holidays:

The Contractor is normally not required to perform services on recognized Federal holidays. However, that requirement is subject to mission execution requirements. Recognized Federal holidays include:

When a holiday occurs on a Saturday, Federal employees are normally granted the previous Friday as the holiday observance. When a holiday occurs on a Sunday, Federal employees are normally granted the following Monday as the holiday. The contractor shall work on the days the Government is scheduled to work.

When an unforeseen installation closure occurs on a regularly scheduled day of work, the Contractor will have the following options: reschedule the work so it is performed the following day unless the following day falls on a weekend or reschedule the work on any day that is mutually satisfactory. Any rescheduling requires approval with the COR.

1.6.10. Hours of Operation: The Contractor shall be responsible for providing services, between the core hours of 8:00am – 4:30pm, Monday through Friday. When required the Contractor shall provide support on Federal holidays, early mornings, nights, and weekends except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings or similar Government directed facility closings. The Contractor shall at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential to successful performance under this contract. No overtime (OT) is authorized. Compensatory time (CT) is authorized and must be coordinated with the COR. Contractor personnel shall not exceed a 40-hour work week.

1.6.11. Place of Performance: Contractor shall have routine access to Government-controlled facilities. The work to be performed under this contract shall be accomplished primarily at Fort Campbell, KY. The place of performance for most of the Contractor’s employee will be Fort Campbell, KY. The place of performance for some of the Contractor’s employees will be Fort Liberty, NC, Hunter Army Airfield, GA, and Joint Base Lewis McCord, WA.

1.6.12. Telework: Telework must be approved by the COR. GFP such as laptops, if required during telework, shall be hand receipted to Contractor’s personnel teleworking. Place of performance shall be the Contractor’s personnel’s residence. No classified information shall be processed while teleworking on NIPR computers. Telework is authorized when approved by the Government for weather, pandemics, etc. when it benefits the Government.

1.6.13. Security Requirements: All Contractor personnel shall have at minimum a SECRET clearance. Some positions shall possess a TOP SECRET clearance. The Contractor shall possess a TOP SECRET Facility Clearance (FCL) at the time of proposal submission and it must be maintained for the duration of the contract. The security requirements are IAW the attached DD254. Contractor personnel shall comply with all applicable security and safety regulations, guidance, and procedures, including local, referenced in this PWS and in effect at the work sites.

All personnel must meet requirements IAW DODD 8570.

1.6.13.1. NISPOM: The Contractor shall execute a Security agreement (DD Form 441), IAW the National Industrial Security Program Operating Manual (DoD 5220.22-M) and any revisions to DoD 5220.22-M. The provisions of the National Industrial Security Operating Manual (NISPOM) shall apply to the performance of work under this contract.

1.6.13.2. e-QIP System: Contractor personnel shall use the Electronic Questionnaires for Investigations Processing (e-QIP) system to enter their personal investigative data for Office of Personnel Management, Federal Investigation Services (OPM- FIS) to use as basis for suitability and security clearance determination.
