About this file
This is a Request for Information (RFI) concerning the transfer of spare parts and maintenance materials from the incumbent contractor to a successful offeror in a competitive follow-on contract for the Radford Army Ammunition Plant (RFAAP). The Government is soliciting industry feedback on its proposed approach to spare parts transition, which contemplates requiring the successful offeror to purchase identified spare parts and maintenance materials from the incumbent after contract award but prior to physical control transfer. The current incumbent inventory is valued at approximately $22 million. The Government will establish a uniform purchase price for all bidders during proposal preparation and will contractually obligate the incumbent to honor this price at contract award. In the event inventory levels change between RFP release and the actual transfer date, the Government commits to making appropriate price adjustments. The RFI references an attachment containing the BAE-approved spare parts list dated 11 February 2026, which represents the current inventory but is noted as preliminary and subject to modification in the final RFP.
The Government specifically seeks industry comments on the feasibility of this spare parts transfer plan, including recommended modifications or alternative approaches to ensure the successful offeror has immediate access to critical parts and materials. This RFI is part of the broader RFAAP competitive solicitation (W519TC-26-R-00003), which is being posted as a draft solicitation for industry feedback. The full solicitation documents are pending, with additional information including Performance Work Statement 8, transition details, and a price matrix to be posted at later dates. The contracting agency is the Department of the Army Materiel Command Contracting Command Rock Island Arsenal.

Text version
Request for Information – Transfer of Spare Parts The Government seeks industry feedback regarding plans to transfer spare parts owned by the incumbent contractor to the successful offeror (in the event the incumbent is not the successful offeror). The Government is contemplating RFP terms requiring the successful offeror to purchase the identified spare parts and maintenance materials from the incumbent after contract award but prior to transfer of physical control. The Government will instruct all bidders to assume the same purchase price during proposal preparation and will contractually ensure the incumbent contractor honors this price.
A list of current contractor spare parts and material inventory are provided under this Request for Information (RFI) RFI for review. This is not the final list to be provided at this time or RFP release. Currently, the incumbent’s inventory is valued at approximately $22M. In the event incumbent inventory levels change from the value and quantity stated in the final RFP to date of inventory transfer, the Government will ensure the appropriate adjustments are made to price.
Industry is encouraged to comment on the feasibility of this plan, recommended modifications or alternative approaches to ensure the successful offeror has immediate access to critical parts and materials.
