About this file

This is a Performance Work Statement (PWS) for groundwater monitoring and Installation Restoration Program (IRP) support services at Radford Army Ammunition Plant (RFAAP). The contract covers two primary work areas: groundwater monitoring for Hazardous Waste Management Units (HWMUs) 5 and 16 in compliance with Virginia Hazardous Waste Management Regulations (9 VAC 20-60-570), and broader IRP support activities. For the groundwater monitoring component, the contractor must perform statistical evaluations, prepare required reports and notifications to the Department of Environmental Quality (DEQ) in accordance with the August 2014 Hazardous Waste Management Permit, and submit all monitoring data in ERIS (Environmental Restoration Information System) uploadable format to the U.S. Army Environmental Command. The contractor must maintain electronic data records and comply with applicable safety regulations, including AMCR 385-100 and OSHA standards.

The IRP support component requires the contractor to provide on-site and local support to government staff, Army Environmental Command (AEC), Army Corps of Engineers (USACE), and designated contractors for environmental investigation and cleanup activities. Specific support services include site access and permitting, hazardous and solid waste management, utility clearance, and participation in restoration advisory board and regulatory meetings. The contractor must review and comment on decision documents within two weeks of receipt, implement land use and institutional controls across multiple sites, conduct PFAS sampling per EPA and OSD policies, and assist with permit modifications and regulatory inquiries. The contract period is one year from the date of contract award, with unilateral extension authority available at no additional cost. Payments are made upon completion of deliverables, with the groundwater monitoring work invoiced upon submission of reports to DEQ and the contracting officer, and IRP support invoiced upon completion of monthly support activities.
