Project:
Remedial Action Contractor Services for Groundwater Extraction and Treatment System; York, Nebraska
INTRODUCTION:
Argonne National Laboratory (Argonne) is assisting the U.S. Department of Agriculture (USDA) in the implementation of a Remedial Action Plan (RAP) to address groundwater contamination at a former USDA – Commodity Credit Corporation (CCC) site in York, Nebraska. (See General Site Map.pdf) The work requires the installation of a groundwater extraction and treatment system (GETS) in accordance with the Remedial System engineering design that has received State regulatory approval. This system will extract and treat (using air stripping) groundwater contaminated by carbon tetrachloride and chloroform. The contractor is to provide all necessary labor, equipment tools, supplies, and materials to successfully install the GETS system. Tasks include pre-construction planning and submittals; pre-construction meetings; site preparation and surveys prior to construction. The construction work will include the drilling of 3 extraction wells and 2 injection wells; onsite layout and installation of groundwater conveyance and related piping; installation of a gravel pad; installation of a groundwater treatment plant (GTP) housed in a prefabricated building (GTP building; with included air stripper and related internal piping and instrumentation, to be supplied and shipped by an Original Equipment Manufacturer (OEM) separate from this RFI); provision and installation of a Supervisory Control and Data Acquisition (SCADA) and related communications systems; site restoration; system startup and commissioning; construction close-out demobilization; and completion reporting.
OBJECTIVE:
Argonne National Laboratory is conducting Market Research to gather information to determine contractors’ capabilities, interests, and availability to meet the requirements of this project. The Laboratory is also requesting a Rough Order of Magnitude (ROM) cost estimate to help determine funding requirements.
Any resulting award must comply with the Laboratory’s Terms and Conditions, some of which are listed below:
· Davis-Bacon Act Minimum Wage Requirements for
· Submit Certified Payroll utilizing the LCPTracker website
· Buy American Act – Construction Materials (FAR 52.225-9)
· Payment & Performance Bonds equal to the value of the award
· The DOE Safety and Health program requirements will be applicable
· Certificates of Insurance as listed below:
· Workers Compensation and Employer’s Liability Insurance;
· Commercial General Liability and Umbrella Liability Insurance; ($5,000,000.00 Min)
· Business auto and Umbrella Liability Insurance; ($5,000,000.00 Min)
· Environmental Liability ($5,000,000.00 Min)
· Workers Compensation Waiver of Subrogation in Favor of selected property owner(s)
· Selected property owner(s) to be named as an Additional Insured on the General Liability
· All Deductibles and/or Self-Insured Retentions identified on the Certificates of Insurance Contractors are invited to provide information on specific tasks as specialists or for the entire project. It is requested that you make this distinction clear in your response.
Required Products and Services.
Argonne is seeking information from one (or more) RA Contractors to provide the primary products and services and supporting activities necessary to complete the work outlined in the Introduction above. The primary products and services will include but are not limited to the following:
· Extraction and Injection Well Activities:
The GETS as designed will employ three (3) extraction wells, ranging from approximately 120ft to 145ft in depth (approximately 400ft of drilling in total), and two (2) injection wells each approximately 120ft deep. All wells are to be 6-in. diameter, constructed with Sch 80 PVC casing in 12-in diameter borings. Each well is expected to be screened over 2 or 3 discrete intervals, using stainless steel, wire-wrapped screen. Approximately 170 total feet of screen will be required. Conventional mud rotary drilling is anticipated, although other methods might also be considered. All of the well locations should be readily accessible, and the expected sequence to be drilled consists primarily of unconsolidated silt and sand with minor interbedded clay layers.
The extraction wells will be completed above-ground and require downhole pumps to be controlled by Variable Frequency Drives. Coordination with the local Utility will be required, to provide electrical power to a control panel at each of the wells. The injection wells are to be completed below ground in flush-mounted vaults.
· Excavation and Trenching and Installation of Piping:
The GETS will require the installation of approximately 2600ft of 3-in. HDPE piping, 18,000ft of 4-in. HDPE piping, and 700ft of 2-in. electrical conduit along an overall path length of approximately 13,000ft, primarily in road rights-of-way, to connect the extraction and injection wells to the GTP. Preliminary evaluation indicates that there are numerous existing utilities along the proposed routing, and that several roadway crossings will be necessary; because of this, it is anticipated that horizontal boring may be required for much of the installation although other methods may be possible in certain areas.
The detailed pathway for the actual pipelines will need to be determined by the RA Contractor onsite prior to construction, and surveying to support and document the layout of the as-built piping alignments, extraction and injection well locations, and GTP building location will be required.
· Installation of Prefabricated Treatment (GTP) Building and Process Controls:
Coordination of delivery, offloading, and installation of the prefabricated GTP building (supplied and shipped by the OEM) is required, on a crushed (angular) gravel pad to be installed by the RA Contractor for the GTP building.
Installation of the GTP will include coordination with the local Utility to provide electrical power for the GTP building, and connection of the GTP to the completed piping system outlined above.
· Development and Installation of Process Control (SCADA) and Related Communications Systems To minimize the future need for onsite visits, the GETS requires a SCADA system that will allow remote (via the internet) control and monitoring of all the primary system operating parameters, including individual well status, flow rates, and pumping/injection water levels, air stripper status and settings, and alarm conditions that would require attention. Preliminary evaluation suggests that radio-based communications would be appropriate to provide the desired telemetry and control functions between the treatment building and the wells.
· GETS Startup and Final Documentation:
The RA Contractor(s) (and OEM) will be responsible for onsite startup and testing of the completed GETS to demonstrate that all installed equipment is operating properly and to verify that the system communications, controls, and alarms are functioning as intended.
A Remedial Action Completion Report is required to document the construction and startup of the as-built GETS. The report shall also include a site- and equipment-specific O&M manual for the system.
Project Schedule:
The entire project is targeted to be completed in FY25 (10/1/24-9/30/25) which is estimated as 9-10 months from projected date of Contract Award.
Attachment:
Attached is a site map to provide general information on the site and scale of the project.
