About this file

This Request for Information seeks capabilities information from industry to produce and provide spare components for the Joint Service General Protective Mask family, including the M50, M51, M53, and M53A1 mask systems. Responses are requested by August 26, 2019 to determine potential for industry to manufacture complete mask systems and components to specifications without a technical data package. The Army Contracting Command - Warren intends to award a multiple year contract from fiscal years 2020 to 2026 to establish pricing and delivery orders for requirements. Interested parties should provide details on manufacturing experience, timelines to deliver prototype masks for testing, production rates, list of manufacturable components, quality certifications, and experience with military markings and source controlled items. Proprietary information must be clearly marked. This RFI is not a solicitation and the government is under no obligation to award related work.

1. PROGRAM: CHEMICAL/BIOLOGICAL DEFENSE (CBD) PRODUCT SUPPORT INTEGRATION DIRECTORATE (PSID)

2. SUBJECT: REQUEST FOR INFORMATION (RFI) ON PRODUCTION OF THE JOINT SERVICE GENERAL PROTECTIVE MASK FAMILY CONSISTING OF THE M50, M51, M53, AND M53A1

3. DESCRIPTION AND BACKGROUND:

The purpose of this RFI is for the United States Government (USG) to determine the potential industry capabilities to produce and provide spare components for the family of Joint Service General Protective Masks (JSGPM) consisting of the following mask systems:

SYSTEM NAME
NSN:
NOMENCLATURE

4240-01-646-2614 – Extra Small

4240-01-646-2709 – Small 4240-01-646-2699 – Medium 4240-01-646-2625 – Large Mask, Chemical – Biological, Protective, M53A1, Right Canister Mount

M53A1 LH
4240-01-646-2717 – Extra Small

4240-01-646-2646 – Small 4240-01-646-2637 – Medium 4240-01-646-2683 – Large Mask, Chemical – Biological, Protective, M53A1, Left Canister Mount

The M50 and M51 are lightweight, protective mask systems used to protect personnel against an actual or anticipated Chemical, Biological, Radiological, and Nuclear (CBRN) threat. The M50 is a general purpose mask system used to protect ground and shipboard personnel, while the M51 is used to protect combat vehicle personnel and allows them to interface with the combat vehicle through a hose and different communication accessories. The performance requirements for the M50 and M51 are listed in the performance specification EA-M-10003 (rev B), Attachment 001.

The M53A1 is a National Institute for Occupational Safety and Health (NIOSH) certified full-face piece Air-Purifying Respirator (APR) mask system used to protect Special Operation personnel against an actual or anticipated CBRN threat. The M53A1, with the general purpose filter, is designed to provide 24 hours of continuous head, eye, and respiratory protection against Chemical and Biological agents, radiological particulates, and certain Toxic Industrial Chemicals (TIC) while improving overall mission performance of the operator. The M53A1, with the CBRN CF50 canister, provides continuous head, eye, and respiratory protection in accordance with (IAW) 42 CFR Part 84 and the NIOSH Statement of Standards for CBRN Tight-Fitting APR. M53A1 with a NIOSH-compliant blower and two CBRN CF50 canisters will provide continuous head, eye, and respiratory protection IAW 42 CFR Part 84 and the NIOSH Statement of Standards for CBRN Powered Air-Purifying Respirator (PAPR). The M53A1 will fulfill functional requirements for military tactical operations (inter-service or service-unique) and Domestic missions. The M53A1 will replace the M53 through attrition. The performance requirements for the M53A1 mask system are specified in the performance specification EA-M-10034, Attachment 002.

The M53 is a full-face piece APR mask system used to protect Special Operation personnel against an actual or anticipated CBRN threat. The mask system itself is considered obsolete; however, the Government will only need to procure the M53 gasket, NSN: 5330-01-530-1002, to support the fielded mask system. All other M53 spare parts are components of the M53A1 mask system. The performance requirements for the M53 mask system are specified in the performance specification EA-M-10006B, Attachment 003.

It is anticipated that the USG will award a production contract for Fiscal Years (FY) 20 – 26. Any information received in response to this survey will be used by the USG to aid its current JSGPM Planning effort. Currently, the USG plans to obtain the prospective requirements identified within this survey from a source that has the ability or capability to meet the USG’s requirements without creating a substantial duplication of cost or unacceptable delay. The USG’s anticipated contracting approach is to utilize a multiple year requirements contract that will establish pricing for the requirements, while delivery orders will be executed to commence production of various accessories. Avon Protection Systems is currently providing these mask systems, to include all spare components, and a complete Technical Data Package (TDP) is not available.

4. INFORMATION SOUGHT:

The Army Contracting Command – Warren (ACC-WRN) is seeking information related to industry’s capability to produce complete systems and provide spare components for JSGPM M50, M51, and M53A1. In addition, the Government is seeking information to produce one spare component, as identified above, for the M53 system. The USG will assess industry’s capabilities to perform the following:

· Produce new M50, M51, and M53A1 mask systems IAW the performance specifications attached.
