About this file
This is a Request for Information (RFI) issued by the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 23 (VISN 23) for market research purposes regarding surgical lights, booms, video integration software, equipment, accessories, and maintenance/repair services. The RFI (Solicitation Number 36C26326Q0713) seeks vendor input to determine commercial market capability and better define requirements for replacing or creating custom operating suite systems across VISN 23 hospitals and clinics over a five-year period. No contract awards will be made from this RFI announcement, and the Government assumes no financial obligation for the information requested.
Vendors are requested to submit responses by June 6th, 2026, via email to Jeffrey.Brown8@va.gov and Traci.Johannes@va.gov, including a Unique Entity Identifier number and a capability narrative limited to five pages. Required submissions include: proposed edits to the draft Statement of Work with emphasis on project outlines and timelines; informal proposed schedules for light, boom, and video integration systems with informal pricing for market research purposes; and responses to VA questions provided in a separate spreadsheet. VISN 23 is not seeking a single solution for all sites but rather customizable system components and substitutes tailored to individual facility needs. The RFI notes that potential future solicitations may be set aside for Veteran Owned Small Businesses or Service Disabled Veteran Owned Small Businesses, and applicable VA and Federal Acquisition Regulation clauses regarding subcontracting limitations and gray market items may apply.

Request for Information The purpose of this Request for Information (RFI) is to determine the commercial market’s ability to provide surgical lights, booms, video integration software, equipment, accessories and maintenance/repair services to Veterans Integrated Service Network 23 (VISN 23) hospitals and clinics and to better define the requirement. No contract awards will be made from this announcement as it is for market research purposes only. Failure to respond to questions or to respond not in accordance with instructions given may affect the acquisition strategy. This RFI shall not be construed as a commitment by the Government to pay for information requested.
The purpose of this requirement is to replace current or create new custom operating suite surgical light, booms, video integration systems utilizing commercial off the shelf items at sites across VISN 23 over the next 5 years. VISN 23 is not seeking a single solution for all sites, rather we are looking for proposed schedules containing system (lights, booms, video integration) components and component substitutes to ensure that systems can be customized for each site.
This RFI is soliciting vendor input through:
1. Notes and proposed edits for our draft Statement of Work with an emphasis on project outlines and timelines. Any notes or proposed edits should be clearly marked as such in the document to avoid confusion. See attached draft Statement of Work.
2. Submission of informal proposed schedules for the light, boom and video integration systems with informal price for market research purposes only. A spreadsheet containing system salient characteristics (see attached VISN 23 IDIQ Site Salient Characteristics spreadsheet) has been included as well to provide details on necessary systems physical and functional specifications.
a. To facilitate responding to the RFI in a standardized format a spreadsheet is attached to this RFI with tabs for schedules organized according to systems and questions for vendors (see attached Draft Schedule spreadsheet).
i. For the schedule, components and component substitutes can be categorized into classes or groups as appropriate to facilitate organizing schedules. It is the decision of the vendor as to which items they place on the schedule, but the components necessary to create a system that meets the listed requirements of the systems shall be required (i.e. leaving out lights for the surgical lighting system from the schedule). This requirement seeks to better determine how commercial schedules are organized so that potential future solicitations and/or contracts are closer to commercial standards, therefore explanations for schedule classification systems would be appreciated.
3. Responses to VA questions as listed in the VA questions spreadsheet (See attached Questions for Vendors spreadsheet).
If you are a vendor that can provide the requested information and required supplies/services with competitive pricing, send your information (to include your organization's Unique Entity Identifier number) with a brief capability narrative (5 page limit) to: Jeffrey.Brown8@va.gov and Traci.Johannes@va.gov on or before June 6th, 2026. Only emailed responses will be considered.
