About this file

This is a Request for Information (RFI) Amendment that modifies the initial RFI 36C26326Q0713 to assess potential cost savings from consolidating surgical lighting, boom, and video integration equipment requirements across Veterans Integrated Service Network (VISN) 23 rather than awarding separate site-specific contracts. The amendment requires respondents to submit informal quotes under two distinct scenarios: individual site contracts and a single consolidated VISN-wide contract. Quotes must include costs for warranties and maintenance plans for all proposed equipment and software. If vendors cannot provide dollar values, percentage savings comparisons between consolidated and multiple single-site contracts are acceptable as an alternative, though less preferred.

The RFI covers nine healthcare system sites within VISN 23, including Fargo, St. Cloud, Central Iowa, Black Hills, Iowa City, Minneapolis, Northwest Iowa (Grand Island/Omaha), and Sioux Falls. Respondents must populate a detailed pricing table showing individual site contract quotes and consolidated contract quotes for each location, with a total line item for comparison. This market research initiative is conducted by the Department of Veterans Affairs Veterans Health Administration and is intended to define requirements and assess commercial market capability; no contract awards will be made from this RFI announcement. The response deadline for Amendment 0001 is 12:00 PM CT on August 10, 2026.

Request for Information Amendment (36C26326Q0713 0001)

The purpose of this amendment to the Request for Information (RFI) 36C26326Q0713 is to better identify potential savings from consolidating this requirement across VISN 23 as opposed to awarding individual contracts for each site.

In order to illustrate this, respondents to this RFI shall provide informal quotes for surgical lighting, boom and video integration set-ups that meet the minimal requirements of the Statement of Work and salient characteristics for each site included with the initial posting of the RFI. The quotes will be submitted under two different conditions: 1) quoted as if for individual site contracts; 2) quoted as if each site is under a single VISN-wide contract. The goal of this is to demonstrate the cost savings for the VA from consolidating this requirement as opposed to keeping it separated by site.

Important note, the quotes should include the costs for warranties and/or maintenance plans for the proposed site equipment and software.

If your organization is unwilling to provide dollar values for this informal quote, percentage savings from a consolidated contract versus multiple single-site contracts may also be provided though is less preferred.
