Oregon Department of Transportation Request for Competitive Quotes Summary

This is a Request for Competitive Quotes issued by the Oregon Department of Transportation (ODOT) for the installation of perimeter fencing at the Black Bridge Quarry in Baker County along Highway 86 at milepost 35.2. The project involves the installation of approximately 2,150 linear feet of new steel/metal fencing with wooden stays constructed to Oregon Standard Drawings RD 810 Type 1-5W specifications, removal of approximately 775 linear feet of existing fencing, and installation of three gate openings (one 24-foot double gate and two 12-foot single gates) constructed to Oregon Standard Drawings RD 820. The scope includes concrete footings centered one foot inside ODOT property lines, site preparation including sagebrush clearing, and disposal or recycling of removed fencing materials. The project must address challenging ground conditions, including hard soil and rock that may require post drilling, and coordination with adjacent property owners to prevent livestock escape during fence removal and installation phases. Substantial and final completion are both required by May 30, 2023. Competitive quotes must be submitted through the OregonBuys system by the bid opening date and time specified in OregonBuys, with no public opening of quotes scheduled.

This procurement is restricted to Oregon-certified Emerging Small Business (ESB) contractors and is conducted under ORS 279C.355(1)(g), which exempts projects with estimated contract prices of $250,000 or less from competitive bidding requirements. Award will be made to the responsible prospective contractor with the lowest compliant price. Prior to contract award, the successful contractor must submit a Tax ID Number, Certificates of Insurance as specified in the Terms and Conditions, a Responsibility Inquiry Form, and Conflict of Interest Disclosure Forms if applicable. The successful contractor must also be registered to conduct business in Oregon and, if a nonresident bidder with a contract exceeding $10,000, must submit an Oregon Nonresident Bidder Form to the Department of Revenue. ESB contractors must comply with ORS 200.170(3), which requires that they perform at least 51 percent of the labor on the project using their own workforce. All work, equipment, and materials must remain and be performed on ODOT property.
