About this file
This is a Scope of Work Verification form submitted by the Orange County Transportation Authority (OCTA) in California for Plumbing Repair Services under Requisition No. 001062. The project encompasses plumbing services with a budget allocation of $200,000 for a two-year contract term. The scope of work was independently prepared to invite competition without reference to brand names or unreasonable restrictions that would favor specific vendors or products, in compliance with Federal Transit Administration regulations and procurement guidelines.
The contract is designated as a Prevailing Wage contract, indicating that workers performing the services must be compensated at rates established for the applicable trade and locality. The verification form was signed by the Project Manager and the Maintenance Department Manager/Director on December 8, 2025, certifying that the solicitation documents meet all required standards for fair and open competition. No specific response dates, site visits, bidder conferences, or award dates are referenced in this verification document.

FA-CAMM-071.docm (05/16/16) Page 1 of 1
The following general rules shall apply when preparing scopes of work and specifications:
a) Provide a clear and concise Scope of Work (SOW) and not impose unreasonable requirements.
b) Specifications and Scopes of Work shall identify all characteristics and specific tasks and functions of the items or services to be procured, and meet the Authority’s requirements.
c) Whenever possible, the expected quality of services to be provided or the performance characteristics of the item shall be specified.
d) The requestor shall identify all optional items, and the solicitation documents shall set forth the expected needs and the manner in which the related bid prices will be considered.
e) Brand name specifications must be accompanied by an explanation that clearly indicates that the specification is not intended to be restrictive.
f) The salient characteristics represented by the brand names shall be identified to allow for evaluation of possible “or equal” material.
g) Because standard specifications and requirements allow for more efficient operations and result in lower prices, they shall be used wherever suitable.
h) Industry, federal, state and local government specifications and requirements can be used.
Consultants are prohibited from writing the Scope of Work or assisting in the development or writing the Scope of Work in which they may bid.
