About this file

This is an Independent Cost Estimate (ICE) document prepared by the Orange County Transportation Authority (OCTA) for a plumbing services procurement. The project involves providing as-needed plumbing services across all OCTA facilities under a prevailing wage contract for a two-year term. The estimate was prepared on December 8, 2025, by Christine Herrera, Contracts Analyst, with purchase requisition number R001062. No specific site visits, bidders meetings, or award dates are mentioned in this document, as the ICE serves as the cost substantiation for the procurement process rather than a solicitation notice.

The total estimated cost for the two-year contract is $200,000, broken down into annual costs of $100,000. The cost estimate is composed of direct labor totaling $143,560 (560 regular hours and 40 overtime hours for Journeyman Plumbers at prevailing wage rates of $234.00 and $313.00 per hour respectively), materials, services, equipment, parts, and shop materials totaling $56,440, with no overhead, IT support, travel, subcontractor, or other direct costs. The estimate is based on historical usage, current market rates for specialized plumbing equipment, and prior similar contracts. This ICE must be submitted to the Contracts Administration & Materials Management (CAMM) department along with the requisition and scope of work before procurement can commence.
