Scope of Work Summary: IFB 250409 Plumbing Repair Services

This is a Scope of Work document for the Orange County Transportation Authority (OCTA) soliciting qualified plumbing contractors to provide on-call, as-needed plumbing repair and maintenance services across multiple OCTA facilities, including bus maintenance bases, park-and-ride locations, and OC Streetcar facilities. The services encompass drain cleaning, inspection and repair of plumbing systems, toilet and fixture replacement, water heater maintenance, leak detection, irrigation system repairs, and stormwater and sanitary sewer system maintenance. OCTA has established a $200,000 budget for a two-year contract term. Contractors must respond to service requests within four hours and arrive on-site within 24 hours for routine requests. All work requires written authorization from the OCTA Facilities Maintenance Supervisor before commencement, and contractors must provide written quotes detailing scope, labor hours, material costs, and total pricing prior to work authorization. Upon completion, OCTA conducts final inspection and requires submission of a Verification of Work Form (Attachment A).

Minimum qualifications require contractors to hold a valid California State Contractor's License (C-36 Plumbing Contractor), be registered with the California Department of Industrial Relations (DIR), and demonstrate capability to comply with prevailing wage requirements. This is a prevailing wage contract subject to California Labor Code Sections 1720-1861, requiring contractors to pay workers not less than the general prevailing rate determined by the DIR for the locality and classification of work performed. Contractors must provide all labor, tools, equipment, and materials, with materials identified separately in quotes and requiring OCTA approval prior to purchase. Work is warranted for a minimum of 90 days from acceptance, and contractors are responsible for all damage to OCTA property, cleanup, and proper disposal of waste. Contractors are required to complete mandatory four-hour OC Streetcar Roadway Worker Program training prior to working at streetcar facilities and must comply with all OSHA regulations and OCTA-specific safety requirements.
