About this file
This document is a set of questions and answers (Q&A) for a U.S. Air Force Space Command solicitation for repairing the VM Warehouse located on Nevatim Air Base in Israel. The solicitation requires a contractor to provide personnel, equipment, tools, and services to complete warehouse repairs, including roof sealing, installing overhead rolling doors with man-doors, and replacing windows. Key details include pricing to be submitted in U.S. Dollars, proposals to be emailed to michael.roybal.1@spaceforce.mil, and the contract will be awarded on a Lowest Price Technically Acceptable (LPTA) basis.
The Q&A document addresses multiple technical and administrative requirements, such as vehicle removal for safe access (with a 10-day lead time), no on-site contractor office will be provided, and contractors must comply with Israeli Air Force base security requirements. Specific technical specifications include installing High-Density Polyethylene (HDPE) windows with aluminum frames, addressing heat mitigation for workers, and ensuring compliance with U.S. and Host Nation building codes. The proposal submission date has been extended to August 11th, 2025, to allow contractors sufficient time to prepare comprehensive bids.

| 6 | Overhead Rolling Doors |
a. Do the rolling doors require a built-in man-door for personnel access?
b. Please provide exact dimensions for the doors.
c. Is there a defined technical specification, model, or product reference for the doors?
| Paragraph 2.3.2. of the SOW states that "each overhead door includes one (1) 3 feet by 7 feet man door that complies with egress code requirements." Unless the Contractor can provide sufficient justfication that the exclusion of man doors will not violate applicable egress requirements of prevent issuance of a certificate of occupancy from Host Nation in accordance with Paragraph 2.6.8., the USG will require that man doors be included at each overhead door as specified. | |
| 7 | Will the vehicles currently stored in the hangar be removed to allow access for roof repairs? |
| Yes, the vehicles currently stored in the hangar will be removed to allow safe and unobstructed access for roof repairs. Please note that coordinating the removal will require a minimum lead time of ten (10) days due to operational and logistical constraints. | |
| 8 | Will the contractor be provided with an on-site office for the duration of the work? |
| The USG will not provide an on-site office space for the contractor during the performance of this work. The contractor is responsible for providing any necessary temporary office facilities, such as portable office trailers, and for coordinating their placement and utility needs in accordance with site access and security requirements. | |
| 9 | One of the security requirements we are currently working under at Hatzor and Nevatim for KBR is that only workers who are Israeli citizens are allowed to work on these bases. Will this be the same security requirement for these three tenders? |
| Please refer to the attached Israeli Air Force Base Security Requirements, dated 25 June 2025 for Contractor compliance. This attachment is not all-inclusive. It is the Contractor's responsibility to verify and comply with all applicable security requirements, whether or not they are explicitly stated in the attachment, by coordinating directly with the Israeli Air Force Base Security Office and associated parties with Host Nation. | |
| 10 | Can the bid date for these projects be delayed by at least one week to (week of August 4 or 5th).. as it will take time to sort out some of the answers to the questions below. |

| 12 | Is there a (about 2%) Israeli indirect tax reimbursement on these projects that is common on the USACE projects in Israel? |
| No. | |
| 13 | The window specification 2.2.2 is not clear - The "HDPE windows" relate to the frame type not the glass. Please specify either an aluminum frame or HDPE frame and the type of glass needed and provide a detail for the look of the window. Note below |
| Paragraph 2.2.2. states that the "Contractor shall install new fixed type, High Density Polyethylene (HDPE) windows with aluminum frames. The assembly shall withstand and conform to the design wind load for the building or 680 N/m2." For clarification, the window assembly shall utilize aluminum frames with transparent glazing that complies with all applicable U.S. and Host Ntion building, safety, and securtiy codes. The glazing shall be transparent, durable, impact-resistant, weather-protected and capble of withstanding the warehouse's design wind load or 680 N/m2, whichever is greater, as part of the complete window assembly. | |

| Please reference the attached photos of the VM Warehouse Roof. | |
| 15 | As the warehouse is an active building, with people working inside - the temperature in the area could reach 40 degrees celsuis (104F outside) or more and it is even hotter inside. This could be a health hazard to the workers. It is sincerely recommended to perhaps add large desert coolers (4 or 6 maybe) to lower the interior temperature to a reasonable level and/or add roof exhaust fans and perhaps some windows that can be opened. |
| The USG supports actions necessary to prevent heat-related illness including the use of portable HVAC equipment, provided it complies with U.S., OSHA, Host Nation regulations, and all applicable building, electrical, and safety codes. Responsibility for implementing, maintaining, and removing such equipment, as well as ensuring all heat illness prevention measures, remains soley with the Contractor. | |
