About this file
This attachment is a repair tier matrix for FY24 F/A-18 E-G Flight Control Surface (FCS) repairs, establishing classification and scope guidelines for four primary surface components: Aileron, Inboard Leading Edge Flap (ILEF), Outboard Leading Edge Flap (OLEF), Horizontal Stabilator, and Trailing Edge Flap (TEF). The matrix categorizes repairs into three tiers: Basic work scope (standard repairs included in baseline pricing), Optional Workscope to save Retro-grade (cost-saving alternatives), and Potential O&A Conditions (out-of-scope repairs requiring separate pricing). Basic repair scope for Ailerons includes T&E/NDI, fleet damage repair, corrosion treatment, spar bay repairs, hinge component replacement, and skin replacements up to specified limits, with optional workscope allowing replacement of wrap skins or single hinges to avoid retrograde. ILEF and OLEF basic repairs encompass leading edge corrosion treatment, spar R&R, transmission bushing repairs, and composite delamination injections, with O&A conditions including upper/lower moldline skin replacement and transmission replacement. Horizontal Stabilator basic repairs include leading edge corrosion, sleeve repair, and composite repairs, excluding titanium lightning strap repairs and node bond-related efforts. TEF repairs follow contract SOW guidelines with options for Plan A repairs, spar removal, composite repairs, and rib replacement, with scrap conditions including excessive composite damage exceeding 12 inches linear and 173 skin replacement.
The matrix establishes that basic/heavy work scope repair pricing includes T&E costs and reflects average pricing within that category for potential conditions, while O&A conditions and emergent out-of-scope repairs are priced separately for NAVSUP submission per contract SOW. Incoming configuration requirements specify part numbers for Ailerons (74A172004-1005 through -1010), IB Leading Edge Flaps (74A192003-1005 through -1008 and 74A193003-1001/-1002), OB Leading Edge Flaps (74A192101-1005 through -1008 and 74A193101-1001/-1002), Stabilators (74A21100-1017 through -1025 with required Stab Arm attachment), and TEFs (74A182004-1005 through -1020). Delivery configuration mirrors incoming specifications with additional requirements that Stabilators be delivered with either original inducted Stab Arms in RFI condition or new contractor-furnished arms if incoming arms are beyond practical repair. The contract specifies no requirement to upgrade incoming configurations to later configurations for delivery, with all incoming units retained at their inducted part numbers and delivered against appropriate Head of Family CLINs referenced in the USG NIIN/NSN database.

NOTES:
1.) The repair price for a “Basic/Heavy Work Scope” Repair for any Flight Control Surface will include the cost of performing the T&E for that Flight Control Surface based on the respective T&E Work Scope and will reflect an average repair price within the ““Basic/Heavy Work Scope” category for those potential conditions.
2.) The O&A potential conditions, and any other emergent out-of-scope or BER conditions will be addressed as separate repair pricing from the “Basic/Heavy Work Scope “repair price, when required for submission to NAVSUP per the contract SOW.
3.) Reference each SOW for FCS family and applicable AYBs and AYCs.
* The Contractor shall treat corrosion or minor surface damage found after PMB on the metallic leading edge, including skins, ribs, drive rib and hinges using approved blending methods such as LSRP’s, Process specs, IETM or any preapproved methods. The Contractor shall document blended conditions per local processes. After blending the documented areas shall be inspected using approved thickness measurement methods and tools. Any areas that are found to be out of Engineering drawing requirements shall be documented per the contractor’s local requirements and submitted to Contractor Engineering on a nonconformance record for review and final disposition. Any area that has been blended but is within acceptable remaining thickness per Engineering drawing requirements will be touched-up per PS.
If dents / penetrations are found in any of the M/L metallic leading edge skins, conduct a visual inspection as well as an eddy current inspection per NDIT 74-99-79. Document conditions per local process and submit NDI results to Contactor Engineering on a nonconformance document
If a scrap condition is identified, Boeing shall submit the DCMA QAR concurrence to the condition to the NAVSUP PCO and request a modification to adjust the quantity and funding on the order.

- TEF 74A182004-1005 thru 1020
NOTE : There is no requirement to upgrade any incoming approved configuration to a later configuration for delivery under this Delivery Order, i.e. each incoming (inducted) unit will retain its incoming part number and configuration when delivered after repair against the Delivery Order CLIN for that configuration’s Head of Family (HOF) parent. Accordingly, all incoming Left Hand units will retain its inducted part number and NIIN while being delivered against the CLIN(s) that reflects the Head of Family (HOF) P/N and NIIN for Left Hand units (odd number part number suffix) and all incoming Right Hand units will retain its inducted part number and NIIN while being delivered against the CLIN(s) that reflects the Head of Family (HOF) P/N and NIIN for Right Hand units (even number part number suffix).
The USG NIIN/NSN database that identifies which part number configurations fall under each HOF part number will serve as the reference for DD250 acceptance of the "children" part numbers that are identified on the DD250 for delivery against the CLIN(s) that contain the HOF part number identified in the Delivery Order for either the Left Hand HOF part number and NIIN or the Right Hand HOF part number and NIIN for each Flight Control Surface family.
